Description
The U.S Consulate General, Frankfurt provides the following Pre-Solicitation Notice regarding the issuance of a Request for Proposal (RFP) for: Design-Build of Solar and Power Generating Systems ��U.S. EMBASSY BEIRUT, LEBANON The Regional Procurement Support Office in Frankfurt, Germany, intends to issue a Firm Fixed-Price Construction Type Contract in the fourth quarter of Fiscal Year 2024. The offeror shall provide complete design, construction services, contract coordination, and supervision, including but not limited to the management and construction necessary to meet the requirements of this contract within the established timeframe. The solicitation requires design, supply, installation design and installation of power generating sets and solar energy systems with necessary site preparation works in the existing justice palace building at Jdeideh, Lebanon. The Statement of Work includes but is not limited to the following: Phase 1 � Design The Contractor shall provide all the human and material resources needed to complete and submit to the USG the engineering designs of the following items: A.������� Removal of the existing power generating set and civil works needed to be executed in the electrical room. B.������� Installation of the new power generating sets. C.������� Installation of solar energy components including the support structure. The required system is a grid connected PV system with the ability to work with the diesel generator sets or public electrical network. Phase 2 � Installations Once all the design requirements are approved by the USG, the approved design documents shall constitute the construction documents of this project. The Contractor shall then proceed with the following construction phases: Phase 2.1: Completion of the required electrical and civil submittals and site works, completion of gensets and solar submittals, erection of the steel structure above the parking, and procurement of gensets and solar components. Phase 2.2: Delivery, installation, and connection of the required gensets and solar systems. Phase 2.3: Testing and commissioning of the installed solar systems. Phase 2.4: Training on the installed genset and solar systems to include operation, maintenance, and documentation. �������������������������������� Complete Statement of Work and Specifications will be provided in the solicitation package. Pursuant to Subpart 36.204 of the Federal Acquisition Regulation (FAR), the estimated magnitude for the entire project is between $250,000.00 and $500,000.00 U.S. Dollars (Note:� the prescribed FAR range determinations provide relatively wide ranges only, in order to give potential offerors a very general orientation as to the magnitude of the work.� However, the specified range is not meant to give any indication as to the Independent Government Cost Estimate for this project, which could be at the lower or the upper end of the range indicated).� Qualified companies interested in the solicitation shall express their interest by written correspondence to the attention of �Ms. Wencke Jacobsen at JacobsenW@state.gov �and Ms. Jenina Dosch at DoschJK@state.gov �no later than�July 21, 2024, using the solicitation number 19GE5024R0128 in the subject line. DO NOT TELEPHONE. All requests for a copy of the solicitation MUST include the following information: Name of Firm, Unique Entity Identifier (Former Dun�s #), Name, Telephone and Email Address of Point of Contact and Complete Physical and Mailing Address of Firm.� The solicitation package/documents shall not be placed on SAM.gov as the documents contain SBU information.� Only companies submitting a letter of interest and complete �Application for Solicitation Document� check list attached hereto may receive a copy of the solicitation package/documents when available. The solicitation package will only be available in the English language. All requirements for translations will be at the expense of the Contractor. Additionally, you are required to complete and include in your expression of interest the below checklist. All requests for the solicitation document that are submitted without the checklist, or with an incomplete checklist, will be rejected. Firms shall be knowledgeable in written and spoken English and possess all appropriate permits and licenses to perform construction work in Lebanon. �� A pre-proposal conference and site visit and shall be tentatively scheduled for July or August 2024, precise dates will be provided to interested offerors with the solicitation package.
