- Presolicitation Notice This notice is posted in accordance with Federal Acquisition Regulation (FAR) 36.213-2 Presolicitation Notices and FAR 36.204 Disclosure of the Magnitude of Construction Projects. The Bureau of Land Management (BLM), Oregon State Office intends to issue a Request for Proposal for a firm fixed price construction purchase order for Russel Creek Subsurface Exploration for the BLM-Coos Bay District Office, Oregon. The project is on lands administered by the Bureau of Land Management Coos Bay District, Oregon. The project will involve conducting test boring activities at specific locations. These test bores will provide valuable data and insights necessary for later engineering design work. The precise locations for the test holes will be determined during an on-site kickoff meeting before drilling commences. This meticulous approach will help the project team gather accurate information and proceed with the necessary steps to replace the culvert at Russel Creek effectively. This procurement will be a SMALL BUSINESS SET ASIDE. The solicitation is anticipated to be issued under FAR Part 15 procedures on or about July 19, 2024. All responsible sources may submit a proposal which shall be considered by the agency. The magnitude of this construction project is between $25,000 and $100,000. The performance period is from approximately September 1, 2024, through November 1, 2024. The NAICS code is 238910 and the small business size standard is $19 million. One or more of the items under this acquisition is subject to Free Trade Agreements. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. One or more of the items under this acquisition is subject to Buy American-Construction Materials. The basis of award will utilize the best value continuum -- lowest price technically acceptable source selection process in accordance with FAR subpart 15.101-2 to result in an award to the responsible offeror pursuant to FAR subpart 9.1.
