Description
Resurface Realign Bottomland Trail, TAPR The purpose of this amendment (0002) is to post questions and answers and to extend the due date and time for bids to Friday, July 12, 2024, at 10:00 am CDT. 16 questions and answers follow below: Question 1. Winter Conditions - Should we include the cost of winter conditions in our proposal? If so, can we have a cost breakout for it? Answer 1. Per Division 1, page 4, section D: Period of Performance, contractor has 100 calendar days to complete the work. The intention is for this project to be complete before December. This will be awarded as a firm fixed price contract. Consideration would not be given to a cost breakout for winter conditions. Q2. Water Resources - What are our water resources on site for filling water buckets for saw cutting, cleaning, wetting grade, etc.? A2. Spec Division 1, page 7, Section 3.3.D.2 discusses water service, as a matter of clarification, water is not available. Q3. Electrical Outlets - Are there any electrical outlets available and functional on site? A3. Spec Division 1, page 7, Section 3.3.D.3 discusses electric power service, as a matter of clarification, electric power is not available. Q4. Testing - Who will be conducting the testing? A4. Earth Moving - Owner, per spec section 312000, page 5, item 3.12 Concrete - Owner, per spec section 321313, page 13, item 3.13 Q5. What are our testing requirements? A5. See spec sections 312000 and 321313. Q6. Work Hours and Supervision - What are our work hour restrictions? A6. See spec Division 1, page 6, section 3.2 Q7. Do we need to have an agency officer on site to conduct work? A7. If the question is asking if there needs to be an NPS inspector present at all times to conduct work, that typically is not necessary. Spec Division 1, page 5, section 3.1 includes information regarding conduct of operations as well as providing the Contracting Officer's Representative (COR) communication information. Q8. ADA Compliance - In the event we are not able to achieve ADA requirements based on current conditions, are there any provisions in place? A8. No, proposed improvements within the construction documents are anticipated to fully meet ABA requirements. Any discrepancies or concerns shall be immediately brought to the COR's attention prior to commencing construction. Q9. Animal Interference - Considering the environment, what costs will be covered for work compromised by animals? A9. Contractor shall utilize applicable means and methods to protect the work site. (Contractor's responsibility) Q10. Will we need to replace compromised work, and if so, at whose cost? A10. Yes, at the contractor's cost, contractor's responsibility to protect their work. Q11. Should we include the costs to run a security team overnight to scare off animals from the site? A11. Contractor shall utilize applicable means and methods to protect the work site. Q12. Concrete Placement - Are there any restrictions we should be aware of for getting concrete on the ground and finishing with ready mix plants being far away and having to buggy the concrete? A12. Contractor shall utilize applicable means and methods to place concrete in areas identified for buggy installation. Q13. Washout Restrictions - What are our on-site washout restrictions? A13. A concrete washout area is identified on detail 1, sheet C16. General site requirements are listed on plan sheet C2 and Division 1 within the specifications reference maintaining/restoring aggregate parking lot to existing conditions and keeping the site neat and minimizing waste. Q14. Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals? A14. It is not required to be three separate individuals. Q15. Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project? A15. This is addressed in the A06 Specs.pdf document as follows: The Notice to Proceed will be issued with a period of performance that is all inclusive of supply lead times, material deliveries, decommissioning, installation, anticipated average weather days for location, final commissioning, and acceptance of completed work. Q16. ""I noticed on the solicitation that you require a stamped letter from the engineer on shop drawings. I have never heard of an engineer stamping shop drawings unless he or she is the one who drew them. Is this expected to be added into the cost for paying an engineer to stamp shop drawings. Perhaps I am misinterpreting the information. Please clarify. A16. Refer to page 2 of specification 321313, part 1.4.F. All amendments must be acknowledged by the time of bid submission.
