Description

This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA), in support of the�Defense Centers for Public Health � Aberdeen (DCPH-A), to award on a sole source basis, in accordance with FAR 13.106-1(b)(2), to STARLIMS Corporation, 4000 Hollywood BLVD Ste. 333, Hollywood, FL 33021, for Enterprise Laboratory Information Management System (eLIMS) maintenance in support of public health (PH) laboratories at seven locations around the world. The eLIMS is a STARLIMS web-based system. It is a commercial-off-the-shelf product configured to meet the needs of PH laboratories. Some of the functionality required by eLIMS include: centralized laboratory analysis and data management system that allows sample tracking and data searches across seven PH laboratories, sample management, laboratory instrument interfaces to support the automated transfer of data, client management, a web-portal for Service Request submittals and report pick-up, report generation and management, Electronic Data Deliverables (EDDs), customer billing, analyst training/certification information, quality control data management and charting, and sample barcoding. The eLIMS affords the analysts, supervisors, and managers the ability to view and track all stages of sample workflow. The licensing and support for the STARLIMS product can only be provided by the STARLIMS Corporation (owner of the STARLIMS system). No other vendor can provide the license support, maintenance, or software support. This is a proprietary system, and there are no other vendors that can support this existing system. STARLIMS Corporation solely owns the intellectual property associated with the STARLIMS products and therefore is the only authorized source to provide licensing, gap analysis, professional and support services for this system. A STARLIMS software maintenance and technical support contract ensures DCPH-A maintains Department of Defense Information Technology and governing regulatory compliance requirements through access to required software upgrades, bug fixes, licenses renewal and needed application technical support. If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as a sole source. All questions and responses concerning this notice shall be emailed to the Contract Specialist, Dan Pikus, at daniil.y.pikus.civ@health.mil. Submissions shall be received no later than 11:00AM Easter Time, 22 July 2024.
