- The New England District (NAE) of the U.S. Army Corps of Engineers (USACE) is issuing this Pre-solicitation Announcement to perform the work described below for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for environmental monitoring and sampling services to support dredged material management in NAE. This will be an 8(a), HUBZone, Service-Disabled Veteran-Owned, Women-Owned and Small Business set aside contract. The NAICS codes for the work described below is 541620 with a size standard $19,000,000.The contract period of performance is five years from the contract award date. NAE will award this work as a Single Award Task Order Contract (SATOC) IDIQ with a total capacity of $6,000,000. Task orders will be negotiated on a firm-fixed price basis. The location of services is primarily the six New England States (ME, NH, VT, MA, RI, and CT).Under this contract the successful offeror will provide environmental monitoring and sampling services to NAE under the Clean Water Act (CWA) and Marine Protection Research and Sanctuaries Act (MPRSA) as well as related environmental laws and regulations. The services to be provided under this contract consist of those required to support the environmental assessment, policy, and resource management and protection responsibilities of NAE with a particular emphasis on dredged material management and disposal issues. Representative tasks include physical, chemical, and biological testing programs in support of dredge material suitability determinations for numerous navigation projects and oceanographic surveys in support of the Disposal Area Monitoring System (DAMOS) Program.
