- MORMAN MESA HERBICIDE The Bureau of Land Management (BLM) is acquiring vegetation treatment services located in and adjacent to the Morman Mesa Area of Critical Environmental Concern (ACEC) which is administered by the Southern Nevada BLM District Office. The work consists of applying a pre-emergent herbicide fuel break in a select location on BLM - administered lands for the control of invasive annual grass such as red brome (Bromus rubens) and cheatgrass (Bromus tectorum). Ground-based application will not be permitted due to the potential to cause an additional ground disturbance, the likelihood of spreading weeds, impacts to designated critical desert tortoise habitat (Gopherus agassizii), and impacts to cultural resources that are susceptible to damage by overland travel. Mormon Mesa ACEC is a designated desert tortoise critical habitat unit (150,488 acres). Combustible invasive plant species are expanding into this unit. Invaders include red brome, Sahara mustard and Schismus. The Mojave Desert tortoise is not fire-adapted and the expansion of invasive combustible vegetation is threatening the recovery of the species. The area also contains important interstate utility corridors and infrastructure. The project seeks to protect and enhance critical habitat by reducing hazardous fuels and controlling weeds. The project area is located North and South of Interstate 15 for a total of 5060 acres. The location of work is approximately 1-20 miles North and East of Moapa, Nevada. The Solicitation will include contract documents with details of the project when it is released. Service Contract Act (SCA) Wage Rate Requirements are applicable to this project and the appropriate SCA Wage Decision(s) will be included in the solicitation. The BLM will issue a Total Small Business Set-Aside competitive solicitation on/about August 2, 2024. The BLM anticipates issuing a single firm fixed price award from this solicitation. The competitive solicitation, 140L3924R0017, will be in accordance with Federal Acquisition Regulation (FAR) Part 19.5, Set-Asides for Small Business. The NAICS code for this acquisition is 115310, Support Activities for Forestry and the size standard is $11.5M (per the SBA�s Table of Small Business Size Standards). A Request for Proposal (RFP) solicitation package will be available electronically on or about August 2, 2024, at the SAM website located at www.sam.gov. Proposals will be due no later than August 30, 2024. Potential offerors are responsible for monitoring www.sam.gov for the release of the solicitation package, for any other pertinent information, and for downloading a complete copy of the solicitation package. The government will not provide paper copies of the solicitation. To be eligible for contract award, offerors must be registered, and currently active, and complete the online Representations and Certification in the System for Award Management (SAM) data base via website: http://www.sam.gov. Award will be based on Best Value to the Government in accordance with Federal Acquisition Regulations (FAR). The Government reserves the right to award a contract to other than the low offeror(s).
