PROJECT TITLE: ELK CREEK CEMETERY ACCESS ROAD PROJECT PRE-SOLICITATON NOTICE: As required by FAR 36.213-2; this is a Pre-Solicitation Notice. The Actual Solicitation will be posted July 22, 2024; where all documents can be found on sam.gov under Contracting Opportunities, Solicitation Number 140A0324B0001. CONTRACT TYPE: The Government contemplates award of firm fixed-price contract resulting from this solicitation. SOCIOECONOMIC PROGRAMS: This procurement is being set-aside exclusively for Indian Small Business Economic Enterprises (ISBEE) as defined under the Buy Indian Regulations 48 CFR PART 1480. Only those vendors that are registered in sam.gov as a small Native owned business under the stated NAICS Code can submit a bid. All bidders will need to be registered and active at the time bids are due. Those not registered will be eliminated and determined as non-responsive. BACKGROUND: The Bureau of Indian Affairs has a requirement to repave the road to the Elk Creek Cemetery with three drainage culverts, on behalf of the Kiowa Tribe. The project road length is 0.76 mile and the pavement wide is 16'. The Tribe does not have the ability to contract this project under P.L. 93-638, Subpart J, therefore, the Bureau of Indian Affairs is soliciting this work to be done on behalf of the Tribe. The Tribe is not enforcing their TERO Ordinance. DESCRIPTION: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the work as outlined in the plans and specifications. The contractor shall perform to the standards in this contract and specifications. PROJECT LOCATION: The work to be performed under this contract will be performed at the Elk Creek Cemetery, Project Location: NW � of Section 27, T6N, R18W in Kiowa County, Oklahoma. Approximately 4 � miles south of Hobart on County Road N2180. MAGNITUDE OF PROJECT: As required under FAR Part 36.204, Project Magnitude is between $250,000 - $500,000. NAICS CODE: For informational purposes, the North American Industry Classification Code (NAICS) is 237310 - Highway, Street, and Bridge Construction with a size standard of $45mil. SITE VISIT: A formal site visit will be scheduled, with details outlined in the Solicitation under Section L. BONDING: FAR Clause 52.228-15, Performance and Payment Bonds-Construction, will apply, along with FAR Clause 52.228-1 Bid Guarantee. CONSTRUCTION WAGE RATES: Contractor will also comply with the Construction Wage Rates for Kiowa County, Oklahoma, OK20240018 dated 01/05/2024. PERMITS: Applicable Permits, archeological and environmental clearances have been acquired. DATES: Bid Opening is set for August 21, 2024 at 2:00 pm CT. The Government anticipates the award to be made by September 20, 2024. Notice to Proceed will be issued once bonding and insurance is provided, with 60 days to complete all work after Notice to Proceed (NTP) is issued.
