- The U.S. Department of Interior, US Geological Survey (USGS) is issuing this source sought synopsis as a means of conducting market research to identify Small Businesses having an interest in and the resources to support this requirement for the potential need for the purchase of the lock and valve programming and maintenance of a system as follows: Familiarity with Programmable Logic Controller (PLC) and FactoryTalk View SE data collection software at Lock and Dams. Strong understanding of Lock operations, including gate and valve operations, and a strong understand of navigation structures, and a sensitivity to navigation traversing the lock. Program counters in the control system to count the following: a. Percent open for: Lower left miter gate, lower right miter gate, upper right Tainter valve, upper left Tainter valve, lower left Tainter valve and lower right Tainter valve. b. Count of status change for: All miter gates, all Tainter valves, the upper lift gate, and the bubbler system. Data must include enough information to determine when gates and valves are open or closed. Enable counters to automatically reset each night at 12:00 a.m. or on requested schedule. Maintain OPC Expert Professional on existing FactoryTalk View SE Server and configure data to log in an Excel compatible (CSV) format. Maintenance is included and consists of 4 hours per month for 8 months from start of contract. Must accomplish Antiterrorism Level 1 training, background checks and provide a screen shot of the company logged into the E-Verify program or provide I9�s. Period of Performance: Base Year: August 1, 2024 to July 31, 2025 Option Year I: August 1, 2025 to July 31, 2026 Option Year II: August 1, 2026 to July 31, 2027 The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology), and associated size standard 1,000 Employees apply to this announcement. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential ability to meet this requirement, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract.
