Description
This is a SOURCES SOUGHT notice and IS NOT a request for proposal, quotation or bid. The Government will not reimburse respondents for any costs incurred in preparation of the response of this announcement, and no basis for claims against the Government shall arise as a result of a response to this sources sought notice. The purpose of this sources sought notice is to conduct market research to assist the Government in the anticipated acquisition of real estate. Not responding to this notice does not preclude participation in any future request or solicitation (if any) for property acquisition or construction of the subject facilities. The Government will not provide feedback or evaluations to respondents regarding their submissions in response to this notice. REQUIRED PROPERTY ATTRIBUTES: The Army is interested in acquiring a fee simple interest in land in Northern Virginia, within 100 miles of Joint Base Myer-Henderson Hall, to establish a horse training and wellness center that provides a comprehensive approach to equine care, training, welfare, and safety. The Army has determined that a minimally acceptable site for the herd should include approximately 100 acres of open pastureland for grazing and exercise, in addition to contiguous land for essential equine wellness facilities such as stables, exercise equipment, barns, and staff housing. ADDITIONAL DESIRED ATTRIBUTES: The desired site would ideally also include (but is not limited to) the following features: Acreage suitable for grazing and exercise of up to 100 horses, including designated indoor and outdoor riding areas for training purposes. Stabling facilities accommodating approximately 80 horses. Comprehensive waste management and environmental systems to ensure cleanliness and sustainability. Onsite accommodations for up to 15 personnel. Adequate infrastructure for horse fencing, paddocks, quarantine areas, and training facilities, with provisions for pasture management and water retention. All-weather access roads and reliable utilities, including electricity and water supply. Suitable stables and barns equipped with ventilation, lighting, insulation, and environmental controls, meeting equestrian standards for safety and comfort. Please limit the response to ten (10) pages or less in one (1) PDF file and include relevant information on ownership; use restrictions on the property such as easements, covenants, or historic considerations; and other factors that may affect title or use of the land for its intended purpose. Please include a discussion of any additional improvements, features, or unique aspects of your property you feel would be helpful to our mission. A site map of the parcel(s) (if available), as well as the tax ID or other identifiable information for the parcel(s), should also be included.
