THIS REQUEST FOR INFORMATION (RFI) IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. THE SUBMISSION OF PRICING, CAPABILITIES FOR PLANNING PURPOSES, AND OTHER MARKET INFORMATION IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS RFI IN ACCORDANCE WITH (IAW) FAR 15.201(e). DISCLAIMER This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. IAW FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. SOURCES SOUGHT DESCRIPTION This is NOT a solicitation announcement. This is a sources sought/RFI only. The purpose of this sources sought/RFI is to gain knowledge of potential qualified sources and their size classification relative to NAICS 541519 (size standard of $34.0 Million). Responses to this sources sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought, a solicitation announcement may be published. Responses to this sources sought synopsis are not considered adequate responses for a solicitation announcement. The Department of Veterans Affairs (VA), VISN 22 Network Contracting Office, is seeking sources that can provide Video Surveillance system upgrade that at a minimum meets the following in Attachment A and the following Statement of Work for the Greater Los Angeles VA Healthcare System: Statement of Work for Video Surveillance system upgrade General Information Purpose: This Statement of Work (SOW) details the required video surveillance system upgrades and extended capabilities for the Greater Los Angeles (GLA) VA Healthcare System at locations in the West Los Angeles campus, the Los Angeles Ambulatory Care Center, and the Sepulveda Ambulatory Care Center. Background: The Greater Los Angeles (GLA) VA Healthcare System requires expansion and upgrade of the existing video security surveillance system with infrastructure cabling and fiber upgrades to allow for the installation of new equipment as well as the extension and enhancement of existing equipment to the GLA Public Safety Integrated Network (PSIN) for VA GLA Police and Emergency Management Services to 9 locations at the West Los Angeles Medical Center campus as well as locations at the Los Angeles Ambulatory Care Center (LAACC) and several locations on the campus of the Sepulveda Ambulatory Care Center (SACC). The video security surveillance system expansion and upgrade is a continual process as the West Los Angeles Medical Center and other 10 clinics of the GLA VA Healthcare System continue to be renovated, expanded, and rebuilt. The video security surveillance system is a critical and primary part of the PSIN enabling the safety and security of Veterans, staff, and the public throughout the GLA VA Healthcare System which covers 11 medical centers across a 22,000 square mile area. Places of Performance: This project will be delivered to 9 locations at the West Los Angeles Medical Center campus as well as locations at the Los Angeles Ambulatory Care Center (LAACC) and several locations on the campus of the Sepulveda Ambulatory Care Center (SACC). See attached maps for specific locations of each building. Addresses for the three locations are: West Los Angeles Medical Center, 11301 Wilshire Boulevard, Los Angeles, CA 90073-1003 Los Angeles Ambulatory Care Center, 351 East Temple Street, Los Angeles, CA 90012-3328 Sepulveda Ambulatory Care Center, 16111 Plummer Street, Sepulveda, CA 91343-2036 Installation and Service: This is a deliverable item and will require installation and continued service. Hours of Service: Work is to be done between the hours of 8:00 a.m. and 4:00 p.m. Monday thru Friday, excluding federal holidays. Request for weekend work must be submitted in writing. Warehouse Hours: Deliveries are accepted between the hours of 8:00 a.m. and 3:30 p.m. Monday thru Friday, excluding federal holidays. Federal Holidays: New Year s Day January 1st Martin Luther King s Birthday 3rd Monday in January President s Day 3rd Monday in February Memorial Day Last Monday in May Juneteenth June 19th Independence Day July 4th Labor Day 1st Monday in September Columbus Day 2nd Monday in October Veteran s Day November 11th Thanksgiving Day Last Thursday in November Christmas Day December 25th When one of the above designated legal holidays falls on a Sunday, the following Monday will be observed as a legal holiday. When a legal holiday falls on a Saturday, the preceding Friday is observed as a holiday by U.S. Government agencies. Qualifications: Vendor must have the following certifications/qualifications: Vigilant Certified technician Hanwha Techwin Authorized technician Avigilon Certified technician QOGNIFY (ONSSI) Video Management Software (VMS) Certified Cambium Networks Certified R-56 Certified Motorola Solutions Premier Service Partner (PSP) US Secret Service (USSS) clearance for physical access to the microwave RF site. Reporting: Contractor or their representative shall sign-in at the Safety Office (BLDG 222, Room 200) upon arrival at the beginning of each visit. If a solicitation is issued it shall be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this request for information.
