SOURCES SOUGHT SYNOPSIS DESCRIPTION: This ""Sources Sought Synopsis"" shall be used to determine the availability of potential sources having the skills and capabilities necessary to perform/provide a Full Service/Agreement for Getinge Sterilization Equipment for the G.V. Sonny Montgomery VA Medical Center, 1500 East Woodrow Wilson Ave, Jackson MS 39216. All interested vendors are invited to provide information to contribute to this market survey/sources sought synopsis including, commercial market information. This is not a solicitation announcement. This is a Sources Sought Synopsis only. Provide only the requested information below. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification, Service Disabled/Veteran Owned Small Business. (SDVOSB/VOSB), Hubzone, 8(a), small, small disadvantage, woman owned small business, or large business) relative to NAICS 811210, Electronic and Precision Equipment Repair and Maintenance. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on GSA eBUY or Contract Opportunities website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors must respond to the solicitation announcement in addition to responding to this sources sought announcement. Please demonstrate the contractor's ability to perform services of this nature as the course of its daily business operations. Services shall be performed in accordance with industry standards and practices by qualified personnel. Responses must be emailed to tammie.chaney@va.gov no later than 10:00 AM CST, July 19, 2024. Your response should include both the STATEMENT OF CABABILITY, BUSINESS SIZE, SOCIO­ECONOMIC STATUS AND GSA CONTRACT information as explained below. Please include the "", in the subject line of your email. This notice is to assist the VA in determining sources only. A solicitation is not currently available; therefore, DO NOT REQUEST A COPY OF A SOLICITATION THAT DOES NOT EXISTS. If a solicitation is issued it will be announced later, and all interested parties shall respond to that solicitation announcement separately from the responses to this announcement. Responses to this notice should include the following: (1) Submit a brief [five (5) pages or less] capability statement explaining your capability to perform commercial and industrial machinery repair and maintenance services. Include the number of qualified personnel need to accomplish this service. Include experience in performing these services for the VA, other Government (Federal or State) agency, or for a private medical facility. Please specify your maximum capacity and your availability to start. (2) BUSINESS SIZE AND SOCIO-ECONOMIC STATUS: (a) Indicate if your firm is a certified Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) (b) If small, indicate if your firm qualifies as a small, emerging business, or small disadvantaged business (c) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act (d) Indicate if your firm is a certified Hub zone firm (e) Indicate if your firm is a woman-owned or operated business (f) Indicate whether your business is large or small (g) Include the SAM UEI number of your firm. (h) State whether your firm is registered with the System for Award Management (SAM) at http://www.sam.gov and/or the Veteran Small Business Certification (VetCert) at https://veterans.certify.sba.gov/ . If not, please NOTE: any future solicitation could only be awarded to a contractor who is registered in the System for Award Management (SAM). To receive award based on SDVOSB or VOSB status you must be registered in the SBA VetCert. (3) GSA CONTRACT NUMBER SPECIFIED REQUIREMENT: Statement of Work 1. PURPOSE: The G.V. Sonny Montgomery VAMC located in 1500 E Woodrow Wilson Ave in Jackson, MS requires the following services for the facility: Full-Service Plan/Agreement For Getinge Sterilization Equipment. The service plan/agreement being sought includes but is not limited to the following: 24-hour vendor support, parts needed for service, software upgrades and new software versions, and on-site corrective and preventative maintenance services. 2. GENERAL: This is a non-personnel services requirement. The contractor shall provide all management, supervision, labor, transportation, tools, materials, parts, and other items necessary to perform work, execute services, and to successfully complete all deliverables as contained within this Statement of Work. The Government shall not exercise any supervision and/or control over contractor personnel (which includes contractor service providers, contractor representatives, and subcontractors employed with and/or being utilized by the prime contractor) during all active performance periods of the contract. All contractor personnel shall be accountable solely to the Contractor, who in turn is responsible to the Government. 3. BACKGROUND: Getinge Sterilization equipment will be utilized by the facility in support of facility operations for the delivery of veteran patient care. Because of the technical and specialized nature of this equipment, the G.V. Sonny Healthcare Technology Management (HTM) team cannot service these items in house. Therefore, it is required that a vendor provides the support needed to maintain and fix the equipment. These machines allow the facility to clean and sterilize devices used in medical procedures takes place. The processes an instrument goes through depends on its use, material construction, and other factors. Typically, an instrument coming from the operating room arrives at the decontamination area to be manually cleaned, then placed in a large ultrasonic cleaner or sonic irrigator before being placed into a washer/disinfector. Next, the instrument would be transported to be prepared for sterilization. It will then be sterilized through one of many types of sterilization processes. Once sterilized, the instrument will either be sent back to a procedure room to be used again, or into sterile storage until it is needed again for a procedure. 4. SCOPE OF SERVICES: The services needed (to include required Deliverables) are described below. The manufacturer of the devices needed services is Getinge. Services must ONLY be performed by manufacturer trained technicians, who have evidence of current factory training on the specific device being serviced. This must be available 24 hours a day from the vendors help desk line. Must provide evidence of equipment standards and traceability and final device performance testing that follows and complies with all manufacturer s procedural requirements. Must guarantee that safety inspections performed will comply with all applicable federal, state, and regulatory requirements, manufacturer standards, and meet FDA alerts and recall requirements. Each technician must be certified on the device prior to performing any service and/or maintenance on manufactured equipment. Must provide evidence of recent attendance and successful completion of the Manufacturer Factory Training Seminars for each product serviced. Must maintain continuous access to the most up to date manufacturer software revisions of the equipment listed. Must guarantee execution of all Manufacturer Service Recommendations during each service incident, including the use of ONLY manufacturer planned maintenance and repair parts. (Note: Failure to utilize original manufacturer parts may result in the improper operation of the equipment.) Must possess the legal rights to propriety software. Must provide updated versions of the software when released. The service technician must have completed training for each specific device by a Manufacturer Authorized Trainer prior to performing service on said device. The vendor must keep equipment functioning at a 95% uptime rate. The vendor must perform preventative maintenance that adheres to the original equipment manufacturer schedules. PLACE OF PERFORMANCE: Work will be performed, services will be executed, and deliverables will be completed at the G.V. Sonny Montgomery VAMC. 6. PERIOD OF PERFORMANCE: The expected period of performance for services executed under the final contract for this acquisition is the following: Base Year: 10/1/2024 thru 09/30/2025 Option Year One: 10/01/2025 thru 09/30/2026 Option Year Two: 10/01/2026 thru 09/30/2027 Option Year Three: 10/01/2027 thru 09/30/2028 Option Year Four: 10/01/2028 thru 09/30/2029 Option years may or may not be exercised based on the needs of (and at the discretion of) the U.S. Government. 7. WORK HOURS AND SCHEDULE: All work, execution of services, and completion of deliverables must be accomplished during normal business hours, 8:00 a.m. through 4:30 p.m. Monday through Friday, Federal Holidays excluded. Prior to work being performed proper coordination shall be initiated between the contractor and the government to ensure that services/work can be executed when scheduled. Any work, services, and/or other tasks performed during other than normal business hours must be approved in advance by the Contracting Officer Representative (COR), Contracting Officer, and/or other authorized facility designee/representative before such work begins. The Federal Holidays that are currently being observed by the facility are listed in the table below. An alternative schedule (different from the schedule described above) may be utilized if there is mutual agreement between the government and the contractor regarding this alternative schedule if implemented. 8. PERSONNEL PERFORMING WORK/SERVICES - REQUIRED CORE COMPETENCIES : Personnel performing work, executing services, and completing deliverables during the active performance periods of the contract shall possess the knowledge, skills, and abilities required to successfully execute the services described herein. No unqualified individual shall be allowed to perform work, execute services, and to complete deliverables at any time under the contract while active. 9. KEY PERSONNEL During the active performance periods of the contract a Key Personnel Person shall be designated by the contractor (to be contacted by the government when needed) regarding performance of work, execution of services, and completion of Deliverables as contained within this Statement of Work and covered by the final contract. This Key Personnel person must have sufficient knowledge to be able to respond to technical questions by the government. 10. DELIVERABLES: DELIVERABLE #1: ROUTINE REPORTING, DOCUMENTATION, AND SERVICE LOG Documentation shall be provided following execution of services, performance of work, and completion of deliverables during the active performance periods of the contract. A service log describing the efforts completed under the final contract shall be prepared, maintained, and provided to the government if/when requested. DELIVERABLE #2: CHECK IN AND CHECK OUT PROCEDURES Before beginning any work at any time during the active performance periods of the contract personnel performing services must physically check in with the appropriate facility representative to obtain approval and confirmation of the expected work to be performed and services to be executed. Check out procedures will be the same once work has been completed and services have been executed. Check in and check out procedures shall include the following: 1). Written documentation of the contractor s arrival and departure while on site and 2). Written documentation showing the expected work to be performed, approval of such work before such work begins, and confirmation/completion status of the planned work that was scheduled to be performed. Facility personnel and the contractor may modify such procedures if there is mutual agreement among both parties regarding changes to these procedures if implemented.
