- The Medical Readiness Contracting Office � Pacific (MRCO-P) intends to issue a solicitation for a firm fixed-price, non-personal services contract for Tricare Referral Registered Nurse (RN) Services to support the Tricare Operations and Patient Administration (TOPA) at the 51st Medical Group (51 MDG), Osan Air Base, South Korea.� As a condition of employment, contract providers must meet all applicable credentialing requirements outlined in this PWS and all Government regulatory guidelines and be fully qualified to perform independently within the scope of their practice. Required qualifications includes but is not limited to: (1) The contractor shall provide Tricare Referral Registered Nurse (RN) Services in accordance with the Performance Work Statement (PWS).� (2) The contractor must have knowledge and skills to effectively apply Tricare Referral RN functions: a) Assessment: Identification of patients that need special medical and education needs/management; comprehensive collection of patient information and medical status; and continued evaluation of an established plan of care; b) Planning: Collaboration with the patient, family/caregiver, primary provider and other members of the health care team for developing an effective plan of care; c) Facilitation: Care coordination and communication among all involved parties; d) Advocacy: Support for the patient and family/caregivers to ensure identified education and appropriate, timely care coordination is received. The contractor may be required to search/advise appropriate medical service providers for patients who may need special medical care based on the contractor�s medical knowledge and understanding of the Korean medical system. (3) Degree: Official transcripts indicating completion of a bachelor�s degree in medical clinical fields (i.e., Nursing), Hospital/Healthcare Administration or Business Administration (4) Education:� Applicant shall submit copies of official transcripts indicating completion of a bachelor�s degree in medical clinical fields (i.e., Nursing), Hospital/Healthcare Administration or Business Administration. Foreign trained nurses are required to have a U.S. RN certification. Possession of a state licensure and taking the NCLEX can substitute for this requirement because this position needs to speak Korean, also. (5) Licensure/Certification/Registration:� Required to have and maintain a current, active, valid and unrestricted license (with no limitations, stipulations, or pending adverse actions) to practice as a RN.� The provider must maintain current certification in either the American Heart Association Basic Life Support (BLS) (Course C) or the American Red Cross Cardiopulmonary Resuscitation (CPR)/BLS Course as required by ACLS course, and Community Health Management, Tables 1.1 through 1.6. The MTF can provide BLS and ACLS refresher courses. (6) Experience:� The contract personnel shall have a minimum of three (3) years of experience of liaison and or referral management processing within the last ten (10) years between host nation hospitals and US hospitals (including MTFs) and minimum of ten (10) years of RN experience at Korean hospitals or US hospitals and minimum of three (3) years of Experience reviewing, interpreting and processing patient information in GENESIS or an official Electronic Health Record System software is required.� Three (3) years of MTF working experience or equivalent treatment facility.� A resume that reflects experience and shall provide evidence that includes the following information: -�������������� The title of the contract/project -�������������� A brief description of work completed -�������������� Name of the Client Organization or Requiring Activity -�������������� Period of contract/project (year/month/date � year/month/date) -�������������� Complete name of point of contact at the Client Organization -�������������� Phone number of the POC of the Client/RA (7) English for Non-Native Speakers: The Contractor personnel working on this contract shall be able to communicate in the English language at a proficiency level of a native speaker (as demonstrated by Test of English for International Communication (TOEIC) score greater than or equal to 850, which was obtained within the last three (3) years) and as exemplified in their written and verbal skills in the performance of their duties under this contract. The Government will assess language skills of all contract employees who are required by terms of this PWS to be proficient at speaking English through performance of services. If the Government, at its sole discretion, determines that the language skills of the Contractor personnel does not meet the language proficiency skills required of the position, the Government reserves the right to require the Contractor to provide a replacement Contractor personnel that does possess the required language proficiency skills required of the position, at no additional cost to the Government.� The English test (TOEIC) requirement will be waived for individuals who are native English speakers, and who Non-Native Speakers with over 10 years of experience working at Tricare under USFK MTF. (8) Korean for Non-Native Speakers: The Contractor personnel working on this contract shall be able to communicate in the Korean language at a proficiency level of a native speaker (as demonstrated by Test of Proficiency in Korean (TOPIK) score greater than or equal to 80 which was obtained within the last three (3) years) and as exemplified in their written and verbal skills in the performance of their duties under this contract. The Government will assess language skills of all contract employees who are required by terms of this PWS to be proficient at speaking English through performance of services. If the Government, at its sole discretion, determines that the language skills of the Contractor personnel does not meet the language proficiency skills required of the position, the Government reserves the right to require the Contractor to provide a replacement Contractor personnel that does possess the required language proficiency skills required of the position, at no additional cost to the Government.� The Korean test (TOPIK) requirement will be waived for individuals who are native Non-Native Speakers with over 5 years of experience working at Korean Treatment Facility or Korean Military Treatment Facility. This requirement is for a period of performance from 15 September 2024 � 14 September 2025 (Base Period), plus four (4) one-year option periods, and FAR 52.217-8, Option to Extend Services.� The proposed acquisition will be full and open competition. The NAICS code for this proposed procurement is 621399 and the annual size standard is $10M.� This solicitation package will be available on the SAM.gov website (https://SAM.gov/).� No paper copies of the solicitation will be issued, and no solicitation mailing list will be compiled. NOTICE TO OFFERORS: All sources may submit a quote as applicable.� However, the Republic of Korea (ROK)-United States (U.S.) Status of Forces Agreement (SOFA), may preclude the U.S. Government from granting Invited Contractor or Technical Representative Status to any offeror, for this requirement.� All sources submitting a quote, including U.S. sources, must already have OR confirm their ability to obtain the requisite business licenses directly from the ROK Government, and conduct business in accordance with all applicable ROK laws, including but not limited to, rules and policies regarding labor, taxation, and immigration.� If an initial quote does not fully demonstrate this authorization and capacity, it will not be further considered for award.� Whether an offeror demonstrates this authorization and capacity shall be determined by the Contracting Officer.
