Description
The Smithsonian Institution Tropical Research Institute (�STRI�) is providing this Notice of a Pending Solicitation.� The Smithsonian will be seeking Proposals for the Tupper Replace and Reinforce Roof for Library. The applicable North American Industry Classification Codes (�NAICS�) is 236220 Commercial and Institutional Building Construction, size standard is $45 million.� This announcement is open to all businesses regardless of size. Construction Budget estimated between $1,000,000 and $5,000,000. The Prime Contractor must comply with SAM.gov and Panama Government's requirements.� This is a Federal Funded Contract and the selected contractor must have an Unique Entity ID number and be actively registered and current in SAM System (https://sam.gov ). The Company or companies must be legally registered and licensed to operate as a Construction Company in the Republic of Panama with DGI � tax entity and the �JTIA� -Junta Technical Board of Engineering and Architecture active and valid certification for at least 5 years from the date of this solicitation, be commercially and legally active at present time in the Republic of Panama, and have performed or is performing at least three (3) construction projects, with a minimum value of 2M, during the past three (3) years. The Smithsonian Tropical Research Institute�s (STRI) Library, located at Earl S.Tupper Center, holds the only SD-600 collection at STRI. This collection is overseen by the newly combined Smithsonian Libraries & Archives (SLA). As two free-standing buildings sharing a wall in a tropical environment, the Library (built in 1982) and the library Annex (built in 1995) have unique challenges and frequent facilities issues, including mold problems due to humidity on books and shelves, pest problems, and roof leaks. These facilities� HVAC and shelving deficiencies have damaged SIL SD-600 materials, required staff time to resolve and have resulted in unhealthy working conditions. Refer to Annex A for graphic information regarding this project. Protecting the collections held in the library and the Annex have been increasingly challenging in the tropical environment and aging facilities. STRI and SLA are collaborating to address STRI archival materials, future accessioning, and housing archival collections in the library facility. This project will benefit future accessioned collections important to the Smithsonian Tropical Research Institute, as well as maintain the legacy library print collections. It is essential that these facilities issues be addressed quickly. The objective of this project is to replace and improve the roof structure for the reading area of the Tupper Library Building (ground floor), while improving the environmental and mechanical conditions of this area. Work under this project includes but is not limited to: Removal of the existing roof. Demolition of structural elements of the existing roof as indicated in drawings. Removal of existing ceilings and MEPF systems as indicated in drawings. Demolition of partitions. Provide new structural elements for the new roofing system. Supply and install new ceiling and roofing systems. Modify and replace MEPF components as indicated in drawings. New internal partitions and spaces as indicated in drawings. The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use in no more the 322 calendar days. The full solicitation, request for proposals, will be released on or about July, 2024 however, there is no guarantee or implication of a guarantee this project will be solicited. Responses will be due within (30) days of release. Electronic copies will be uploaded to SAM.gov site. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. No attachments or links have been added to this opportunity.
