- This Sources Sought Announcement is a Market Research tool, not a Solicitation for proposals and no contract will be awarded from this announcement. It is not to be construed as a commitment by the Government for any purpose other than market research. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation. The information received will be used within Naval Facilities Engineering Systems Command (NAVFAC) Washington to facilitate the decision-making process. Naval Facilities Engineering Systems Command (NAVFAC) Public Work Department (PWD) Bethesda is competing a requirement to provide Basic Ordering Agreements (BOAs) for several construction services of NAIC 236220 category. PWD Bethesda is seeking qualified and interested parties in any of the following categories: U.S. Small Business Administration (SBA) certified 8(a), SBA certified HUB Zone, SBA certified Service-Disabled Veteran- Owned Small Businesses (SDVOSB), SBA certified Women Owned Small Business (WOSB) and SBA certified Economically Disadvantaged Women Owned Small Businesses (EDWOSB) sources with current relevant qualifications, experience, personnel, and capability of performing Basic Ordering Agreements (BOA) for specific Design-Bid-Build and Design-Build construction services on Base at NSA Bethesda. NSA Bethesda includes Walter Reed National Medical Military Center (WRNMMC), Uniformed Services University (USU/AFFRI), Dalecarlia (DALE), and CNIC. The agency intends to procure a BOAs that will enable the award of Calls in the range of $2,000 - $1M for specialized work including works inside of occupied Hospital, Medical Labs, or Medical facilities. Based upon this survey, a decision will be made whether to issue the proposed solicitation as a set-aside for the types of firms indicated above or to issue as full and open. The Navy is seeking multiple highly qualified self-performing vendor for the designated NAICS Code as follows: 236220 Commercial and Institutional Building Construction (Size Standard: $39.5M). The intent of this sources sought is to provide opportunities to vendors in these categories that self-perform most or all the contracted work in their areas of expertise. The Government invites small business contractors with self-performing capabilities that meet or exceed the stated requirements to submit a Capabilities Statement that includes the following: 1. Firm�s name and address; Primary and Alternate point of contact, phone number, e-mail; Number of employees; DC-Maryland-Virginia (DMV) Office location(s), Cage code; DUNS number and Unique Entity ID (UEI). 2. Firm�s NAICS Code of interest (Primary and Alternate � if applicable), type of business and business size, including the socio-economic small business category for which the firm qualifies (i.e., SB, SDB, HUBZONE SB, WOSB/EDWOSB, VOSB, and/or SDVOSB). 3. Firm�s capability to perform the work under the BOA NAICS they select, to include three successful projects completed inside of occupied Hospital, Medical Labs, or Medical facilities within the last five years. For each of the projects submitted, provide the Contract Number, Project title and location, whether you were a Prime or Subcontractor, award and completion dates, contract or subcontract value, type of work, scope of work, type of contract (IDIQ or other), a narrative description of the work provided by your firm, and customer information including point of contact, phone number, and e-mail address. DO NOT submit basic contracts for IDIQ work, only information on the Task Orders issued to the basic contract. Provide three (3) examples. Each project sample should be no more than 2 pages long. 4. Firm�s Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars). Submissions are due by July 24, 2024, 3:00 PM EST. Late submissions will not be accepted.
