THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The purpose of this notice is to conduct market research and obtain information from qualified Contractors who can meet the requirements identified in the accompanying Statement of Work. This is not a solicitation. A solicitation MAY be issued at a later date. This notice does not restrict the Government to a particular acquisition approach. All information submitted in response to this announcement is voluntary. The Government will not pay for information requested nor will it compensate any Contractor for any cost incurred in developing information provided to the Government. The U.S. Department of Veterans Affairs, Network Contracting Office 2 (NCO 2) has a requirement to provide milk and dairy products for five (5) VA Medical Centers within the Veterans Integrated Service Network 2 (VISN 2) New York/New Jersey VA Health Care Network: VAMC Batavia, NY VAMC Bath, NY VAMC Buffalo, NY VAMC Canandaigua, NY VAMC Syracuse, NY The requirement is detailed in the Statement of Work section of this document. The NAICS Code is 311511 - Fluid Milk Manufacturing. Interested Contractors are reminded that in accordance with FAR 4.12, prospective Contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the System for Award Management (SAM) database prior to award of a contract. Part of the purpose of this sources sought is to determine the viability of set aside to a specific socio-economic category (service-disabled veteran owned small business, veteran owned small business, women owned small business, HUB Zone, 8(a), small business). Interested parties MUST provide company/individual name, a capability statement, examples of same or similar work performed at other facilities, Unique Entity ID from SAM.gov and address, point of contact and social-economic category. Include letters from Original Equipment Manufacturers (OEM) if your firm is an authorized distributor. If contractor is a Service-Disabled Veteran-Owned Small Business (SDVOSB), a Veteran-Owned Small Business (VOSB), or any other special category of contractors, then contractor is responsible for providing documentation in support of this. This information will be used to determine the viability of a set aside for this requirement. If any of the requested information is not supplied with the response, this may result in the contractor not being considered in the Government s Procurement Strategy. Contractors shall identify any Federal Supply Schedules that may carry the desired equipment or supplies. Your response needs to address how you will meet the Government's requirements. Statement of Work for Bread and Bakery Products Veterans Integrated Service Network 2 (VISN 2) New York/New Jersey VA Health Care Network 1. OVERVIEW: The Contractor shall provide milk and dairy products to one or more* of the five (5) VA Medical Center facilities located at the following locations: VA Western New York Healthcare System (Batavia) 222 Richmond Avenue Batavia, NY 14202 VA Western New York Healthcare System (Buffalo) 3495 Bailey Avenue Buffalo, NY 14215 Bath VA Medical Center 76 Veterans Avenue Bath, NY 14810 Canandaigua VA Medical Center 400 Fort Hill Avenue Canandaigua, NY 14424 Syracuse VA Medical Center 800 Irving Avenue Syracuse, NY 13210 * Once a formal solicitation is posted, interested vendors may submit proposals for any of the facilities listed above. Vendors must bid on all items for a particular facility (or facilities), or the bid will be deemed non-responsive and will not be considered for award. The VA intends to award a firm-fixed-price contract for the provision of milk and dairy products. The products and quantities listed below are estimated requirements for the Nutrition & Food Services. The Contractor shall be a United States (US) Vendor and a US citizen. 2. SCOPE OF WORK: A. General: The scope of this requirement involves providing milk and dairy products, which conform to the specifications outlined and referenced herein to the VA s Nutrition & Food Services, located at the addresses shown in paragraph 1 above. B. Quantities: The quantities listed in the tables below represent the estimated quantities that will be ordered over the base period and option years. The actual quantity ordered may vary from the estimate in this notice but shall not exceed the total estimated quantity for the base and two (2) option years without the prior written approval of the Contracting Officer. C. Period of Performance: The period of performance for the provision of bread and bakery products shall be a base period from October 01, 2024, through September 30, 2025, with the possibility of two (2) one-year option periods. Option period one would be from October 01, 2025, through September 30, 2026. Option period two would be from October 01, 2026, through September 30, 2027. The decision to exercise one or more of the option years rests solely with the Government. See facility requirements below.
