- This Request for Information Notice is issued by Fiscal Service Procurement on behalf of the AmeriCorps Office of Inspector General (CNS-OIG) to find a viable vendor pool for Case Management System.�VENDORS MUST REVIEW THE ENTIRE REQUIREMENT AND SHALL ONLY RESPOND IF FULLY CAPABLE OF SATISFYING ALL ASPECTS OF THE REQUIREMENT. I.����������� SCOPE SUMMARY (see Attachment A � Performance Work Statement) AmeriCorps Office of Inspector General (CNS-OIG) is in need of a vendor to provide Investigative Case Management System consisting of the following: Data encryption/security: The system must employ robust encryption and security measures to �protect sensitive investigative data. Cloud-based/Software as a Service (SaaS): The system should be hosted in a secure cloud environment and accessible via a web-based interface. Role-based access controls: The system must provide granular access controls to ensure that only authorized personnel can access specific data and functionality. Document storage and categorization: The system must allow for the storage and organization of documents within investigation and hotline complaint case files, with the ability to categorize documents within those files. Dashboard and reporting: The system must include a dashboard that enables the creation of standard and ad hoc reports and analytics. Web-based hotline portal: The system must include a web-based portal for accepting complaints from the public and automatically transferring that data into complaint files in the case management system. Search functionality: The system must provide robust search capabilities for data and documents stored in the system, including simple and complex searches. Secure export/download: The system must allow for the secure export/download of the entire contents of an individual case file, along with an index. Responsive customer support: The vendor must provide timely and effective customer support services. For Audit Management System consisting of the following: Easy configuration to create new projects and manage projects: The system should allow for easy setup and management of audit projects, with the ability to define project scope, objectives, timelines, and resources. User-friendly, intuitive audit case management and reporting system: The system should be easy to use and navigate, with a clear and intuitive interface for managing audit cases and generating reports. Fast system: The system should be responsive and efficient, with minimal downtime or performance issues. Generate and export reports: The system should be able to generate a variety of reports, including audit findings, recommendations, and status updates. Reports should be exportable in various formats, such as PDF and Excel. Multi-user indexing with editing ability: The system should allow multiple users to index and edit documents within audit case files. Development of procedures and sub-procedures with various levels: The system should support the creation and organization of audit procedures and sub-procedures, with the ability to define different levels of detail and complexity. Version control: The system must track changes to documents and prevent multiple users from editing the same document simultaneously. Seamless importing of thousands of attachments or bulk uploads: The system should allow for the easy import of large numbers of attachments or bulk uploads of documents. Limited, but secured contractor access to import working papers in a specific location of the project or have their own project to document all their work in for the project: The system should allow for secure, limited access for contractors to import working papers into designated areas of the audit project or to have their own separate project space within the system. Convert/change imported attachment type (i.e., word to pdf vs. word to word): The system should be able to convert imported attachments between different file formats, such as from Word to PDF. Editable and viewable citations and attachments: The system should allow for the creation and management of citations and attachments within audit workpapers, with the ability to edit and view them as needed. Allowing MS Outlook messages as an attachment: The system should be able to accept and store Microsoft Outlook email messages as attachments within audit case files. Flexibility with procedures (i.e., editable after signing off, return to preparer after escalation): The system should allow for flexibility in managing audit procedures, including the ability to edit procedures after they have been signed off on and to return procedures to the preparer after escalation. Accurate reflection of procedures or attachments when in progress, reviewing, sign off, and escalation status: The system should clearly indicate the status of audit procedures and attachments, whether they are in progress, under review, signed off, or escalated. Ability to perform all phases of audit in the system: planning, fieldwork, reporting, reviews, finalization: The system should support all phases of the audit process, from planning and fieldwork to reporting, review, and finalization. Audit recommendation tracking/audit resolution module: The system should include a module for tracking audit recommendations and their resolution status. Workpaper sign-off: The system should allow for electronic sign-off of audit workpapers. Audit planning module to create annual audit plans and tie to new projects: The system should include a module for creating annual audit plans and linking them to new audit projects. For Additional Considerations consisting of the following: Integration with other systems: The ability to integrate with other OIG systems, such as human resources, financial management, and legal case management systems. Mobile access: The ability to access the system from mobile devices. Workflow automation: The ability to automate investigative workflows and tasks. Artificial intelligence (AI) and machine learning (ML): The ability to leverage AI and ML to ���enhance data analysis and investigative capabilities. II.�������� ADDITIONAL DETAILS NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Sources Sought notice. Telephone responses or inquiries to this Sources Sought notice will NOT be accepted. Fiscal Service will consider written responses received no later than�10:00 AM EST, Thursday, July 18, 2024. Responses must be submitted electronically to�purchasing@fiscal.treasury.gov, Attn: JHS/BG Ref, RFI-CNS-24-100,�Case Management System. Vendor responses must include sufficient evidence that clearly shows the proposed services meet all the aspects of the requirement as described within this RFI. Qualified contractors must provide the following: The name and location of your company, contact information, and identify your business size and socioeconomic category (Large Business, Small Business, Disadvantaged Business, 8(a), Service Disabled Veteran Owned Small Business, HubZone, etc.). Please ensure contact information includes the name of the point of contact, email address, and telephone number should the Government have questions regarding individual responses. Whether your services are available through a government contract vehicle (such as GSA) or Open Market. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers for which your company currently provides these or similar services. UEI Number. Your company must prove their ability to provide all services as described in Attachment A. Provide any applicable NAICS codes. The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered: .bat, .cmd, .com, .exe, .pif, .rar, .scr, .vbs, .hta,, .cpl, and .zip files. Microsoft Office compatible documents are acceptable. No other information regarding this Request for Information notice will be provided at this time. This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to any resultant solicitation separately from their response to this notice, should one be issued.
