Description
The U.S. Fish and Wildlife Service, Div. of Facilities, Equipment, and Transportation, requires architect-engineer (A-E) Services for its Bridge Inspection Program. Amendment 1: Updated RFP synopsis, increased SF330 length to 25 pages This is a TOTAL SMALL BUSINESS SET ASIDE incorporating provisions and clauses in effect through Federal Acquisition Circular 2024-05. The NAICS code is 541330 and the small business size standard is $25.5 million. This procurement will be conducted in accordance with FAR Part 36.6 and Brooks Act selection procedures for the acquisition of A-E services. The Government intends one (1) Single Award Task Order Contract for Architectural and Engineering (A/E) Services in accordance with FAR Subpart 36.6, A/E selection procedures. The IDIQ contract will have One Base Year and Four Option Years, which has a total of five years if option years are exercised. The anticipated award value is up to $2M annually and $10M during the course of the contract. This is a firm fixed priced, indefinite delivery, indefinite quantity contract which provides for an indefinite quantity, within stated limits, of specific services to be furnished during a fixed period, with deliveries to be scheduled by placing task orders with the A&E Firm. Task orders will be issued on a fixed-price basis using the fixed unit labor rate pricing stated in the Rate Schedule of the contract and the negotiated level of effort. Three task orders are generally issued each fiscal year for the required inspections. Typical task orders may range between (estimated) $5,000 to $1,000,000. The total of individual task orders placed against the contract shall not exceed $10 million. The minimum guarantee from this SATOC is $5000. Work under this contract will be subject to satisfactory negotiation of individual firm fixed price task orders. Rates will be negotiated for each 12-month period of the contract. All interested A-E firms are cautioned to review the restrictions of FAR Part 9.5 (Organizational and Consultant Conflicts of Interest).
