- **The following BCWPA special notice has been updated to include a ProjNet Bidder Inquiry Key for submission of any technical inquiries or questions regarding the site visit for CNT 2.1**� Comprehensive Everglades Restoration Plan (CERP), Broward County Water Preserve Areas (BCWPA), Contract 2.1, C-11 Impoundment Land Clearing, Broward County, Florida The U.S. Army Corps of Engineers, Jacksonville District will be holding a Site Visit/Industry Day event as a means of conducting market research to gauge the interest, capabilities, and qualifications of various members of the Construction Community, to include Small Businesses, as the Government must ensure there is adequate competition amongst the potential pool of responsible contractors. This requirement is for fiscal year (FY) 2024 award of a project that consists of using heavy equipment for clearing and grubbing areas shown on the plans within the C-11 Impoundment project limits for the Broward County Water Preserve Area (BCWPA), Contract 2.1. A BCWPA Open Forum Discussion/Presentation will also be held directly afterwards in order to brief and update all Industry, Government, Customer, and Community Stakeholders on the statuses and timelines of the upcoming BCWPA projects, Contract 2 and Contract 3 and answer any general questions. INSTRUCTIONS FOR TECHNICAL INQUIRIES AND QUESTIONS Technical inquiries and questions relating to this site visit are to be submitted via Bidder Inquiry in ProjNet at (https://www.projnet.org) No Later Than (NLT) July 3, 2024, 5:00 p.m. EDT. To submit and review inquiry items, prospective vendors will need to use the Bidder Inquiry Key presented below and follow the instructions listed below the key for access. A prospective vendor who submits a comment/question will receive an acknowledgement of their comment/question via email, followed by an answer to the comment/question after it has been processed by our technical team. All timely questions and approved answers will be made available through ProjNet. The Bidder Inquiry Key is:�P5MRXJ-PDRMPU Specific Instructions for ProjNet Bid Inquiry Access from ProjNet home page: 1. Identify the Agency. This should be marked as USACE. 2. Email. Enter the email address you would like to use for communication. 3. Key. Enter the Bidder Inquiry Key listed above. 4. Click Continue. A page will then open saying that a user account was not found and will ask you to create one using the provided form. 5. Enter your First Name, Last Name, Company, City, State, Phone, Email, Secret Question, Secret Answer, and Time Zone. Make sure to remember your Secret Question and Answer as they will be used from this point on to access the ProjNet system. 6. Click Add User. Once this is completed you are now registered within ProjNet and are currently logged into the system. Specific Instructions for Future ProjNet Bid Inquiry Access from ProjNet home page: 1. For future access to ProjNet, you will not be emailed any type of password. You will utilize your Secret Question and Secret Answer to log in. 2. Identify the Agency. This should be marked as USACE. 3. Email. Enter the email address you used to register previously in ProjNet. 4. Key. Enter the Bidder Inquiry Key listed above. 5. Click Continue. A page will then open asking you to enter the answer to your Secret Question. 6. Enter your Secret Answer and click Login. Once this is completed you are now logged into the system. For the CNT 2.1 clearing and grubbing project, vegetation debris may either be burned on site or hauled off-site for disposal. Due to environmental restrictions, open air burning is not allowed. All burning must be performed within air curtain incinerators. Ash from burning operations must be contained and disposed of off-site. Due to the high ground water table, trench style incinerators are not allowed, all incinerating must be done aboveground. The project site also contains trash and non-organic debris that may impact clearing and grubbing operations. The Contractor is required to only remove trash that directly impacts their operations or otherwise disturbing and leaving in place would cause further environmental impacts. Any suspected hazardous waste is not required to be handled or removed but prompt notification to the Contracting Officer is required. Construction operations must abide by noise restrictions to neighboring properties. A temporary fence with noise control barriers is required in the southeastern area of the project. The entire site primarily consists of an organic muck layer up to several feet in depth, which will make for challenging conditions at the site and may require specialized heavy equipment to transit muck areas. Protected species such as the eastern indigo snake, Florida bonneted bat, and various bird species are expected to be found on site. The contract includes requirements for qualified personnel to identify and observe such species, which may require relocation or a protected radius from construction operations. After work is completed, all disturbed areas must be seeded. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 237990, Other Heavy and Civil Engineering Construction. The Small Business Size Standard for this project is $45 million. The Estimated Magnitude of Construction is between $10,000,000 and $25,000,000.
