Description
The United States Army Corps of Engineers (USACE) Engineering Research and Development Center � Construction Engineering Research Laboratory (ERDC-CERL) in Champaign, IL has a requirement to support the Dumpster Sensors for Army Cost Savings in Waste Management research project which has objectives of demonstrating the effectiveness of using sensors to monitor waste and recycling container fill levels, fill rates, and optimize container collection routes and schedules for cost savings in recycling collection and hauling efforts. To accomplish these objectives, 1,409 dumpster capacity monitoring sensors will be installed in recycling containers at Forts Devens, Irwin, an additional US Army training center and a cold-climate US Army installation. After installation, the Government�s expectation is to utilize web application to collect data from the sensors for a nine (9) month period. ERDC-CERL intends to award a contract on a sole source basis to Enevo, Inc in accordance with FAR 13.106-1(b)(2). This requirement is considered to be a follow-on effort. The Government awarded a smaller sized study that included the delivery and installation of a number of the same dumpster monitoring sensors with use of data collection applications during fiscal year 2018 to Enevo, Inc. Market research identifies Enevo Inc, as the only source that can fulfill this requirement due to the need for consistency with the prior study results, and to the unique capabilities of their dumpster capacity monitoring sensor (model # WE-009W-AT) and proprietary web applications (Enevo Hub and SmartPlans) software to manage the monitoring of their manufactured sensor. This model sensor is considered a wall mounted dumpster capacity monitoring that is completely autonomous, operates wirelessly and requires no infrastructure from the customer other than a container.� Using a different technology for this current study would require the Government to restart with preliminary data collection and analysis.� This procurement expands the research to a larger number of sensors to be installed at and collect data from multiple installations, selected strategically so that data can be collected from different climate zones. Salient characteristics & Connectivity Requirement Information unique to Enevo Inc products: Dumpster Capacity Monitoring Sensors: Sensors shall be small enough to fit into 8 yd3 dumpsters and light enough to be easily retrofitted or installed inside the dumpsters Sensors shall be able to measure the temperature, tile, and acceleration in dumpsters and be tolerant of weather and temperatures ranging from -40 degrees to -176 degrees Fahrenheit. Sensors shall be able to collect data daily and transmittable over existing, commercial 5G or Category M1 Internet of Things (CAT M1 IOT) cellular infrastructure, and wholly independent of Army Garrison Information Technology networks. Web Application Subscriptions: Web application shall provide comparison data of fill levels, fill rates and supply trend data for future predictions of waste collection needs. Web application shall provide information from data feeds with the following scenario capabilities: Analyze multiple collection options to provide optimal truck routing maps. Maximize resource efficiencies and minimize travel distances. Avoid container overfill scenarios � technology shall send alerts when fill levels change and reach 80%. This is not a small business set aside.� This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interests and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will be in any way alter the Government�s acquisition strategy. Please provide responses to this notice no later than the Response time listed above in this notice, to: CERL-CT_QUOTES@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offers list, or to receive a copy of any solicitation.� A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
