Description
Berry Bend Utility UpgradesThe U.S. Army Corps of Engineers (USACE), Harry S Truman Dam and Reservoir, has a need for replacing/upgrading the electrical service distribution systems to 34 campsites at Berry Bend Campground Public Use Area (PUA). Work includes installation of electrical distribution panels, transformers, R.V. pedestals, wire and conduit and pull boxes; trenching/boring; and installation of all incidental materials to complete the work. Work also includes grading and rock placement on campsites. Contractor shall be required to provide all plant, labor, equipment, and all materials (not listed as Government Furnished) necessary for a complete installation.Installation includes electrical disconnects; electrical distribution panels; new service panel in comfort station number 6; step-down transformers; electrical wire and conduit; electrical pull boxes; RV electrical pedestals; trenching/excavating; supports and all associated components necessary to provide a complete and operable system. Contractor will be decommissioning 6 camp sites during this contract period of performance.All electric work shall follow NFPA 70 (National Electrical Code). The Contractor will be responsible for making sure all electrical components meet the current edition of the NEC with emphasis on Article 551 Part VI, Recreational Vehicle Parks. Contractor supplied material will match the Government Furnished and type specified in the design. All labeling shall identify individual campsites. All work will be performed with attention to detail to current NEC and NESC regulations along with other local, state, or federal regulations as they apply.The standard workday is 7:00am to 4:30pm Monday thru Friday, excluding Federal holidays. Work hours may be adjusted with approval of the Contracting Officer Representative (COR) or Operations Project Manager. Work will not be allowed on weekends unless approved in advance by the COR.The Contractor shall minimize environmental pollution and damage that may occur as the result of construction operations. The environmental resources within the project boundaries and those affected outside the limits of permanent work shall be protected during the entire duration of this contract. The Contractor shall comply with all applicable environmental Federal, State, and local laws and regulations. The Contractor shall be responsible for any delays resulting from failure to comply with environmental laws and regulations. During Construction, the Contractor shall be responsible for identifying, implementing, and submitting for approval any additional requirements for environmental compliance.A detailed Statement of Work will be provided with the Solicitation.The estimated period of performance for completion of the awarded contract is 180 calendar days from the Notice to Proceed (NTP).The estimated magnitude of this project, including all option contract line items (CLINs), is between $500,000 and $1,000,000.This procurement will be conducted using 100% Small Business Set-Aside. The applicable North American Industry Classification System (NAICS) Code is 237130 for Power and Communication Line and Related Structures Construction.The solicitation is expected to be available not less than 15 days of this notice, but within the next 60 days, and proposals are expected to be due at least 30 days after solicitation release date unless solicitation amendments extend the due date and time. The due date and time will be specified in the solicitation.At this time, no Pre-Solicitation Conference is planned for this solicitation. If the Government does elect to hold a Pre-Solicitation Conference, the Pre-Solicitation Announcement will be modified accordingly.There will be a site visit planned for this solicitation. The details to attend the site visit will be included in the solicitation.Bid Bonds will be required in the amount of 20% of the bid price or $3,000,000, whichever is less.
