Description
This is a Notice of Intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institute of Health, Clinical Center (CC) intends to modify an existing purchase order toONDA CORPORATION, 1290 Hammerwood AVE; Sunnyvale, California; 94089-2230, on a sole source basis to provide fiber optic hydrophone to perform calibrations of existing ultrasound-imaging-guided focused ultrasound systems. Scope of Work The contractor will need to provide a fiber optic hydrophone to perform calibrations of existing ultrasound-imaging-guided focused ultrasound systems that has the following salient requirements: Provides both acoustic pressure and temperature measurements simultaneously. Can withstand acoustic pressures up to 500 MPa. Visible light source to simplify alignment. Bandwidth limiting filters (2 and 10 MHz) to reduce noise equivalent pressure. Touchscreen user interface. Has a calibration kit with a simple calibration routine. Fully integrated system with no separate modulus. Optical Probes Set of 5 2 m long Has a fiber preparation kit. Comes with a deconvolution software. Immune to electrical interference. Optically filtered to reject stray environmental light. Technical Specifications: Frequency Response 3 kHz to 150 MHz Nominal Acoustic Sensitivity 6 mV / MPa Noise Equivalent Pressure 0.25 MPA at 2 MHz BW 0.3 MPa at 10 MHz BW 0.5 MPA at 100 MHz BW Laser Source 690 nm Laser Classification Class 3B Spatial Resolution 100 um Temperature Sensitivity 10 mV / C Operating Water Temperature Range 5-95C Length to Optical Fiber 2 m Delivery 8 WEEKS A.R.O. Background The Frank Lab (FL) operates in the Clinical Center (CC) operating under the Department of Radiology and Imaging Sciences National Institutes of Health Bethesda, Md. The Frank Laboratorys present major translation research interest is investigating the biological interactions of ultrasound energy with cells and tissues. A major ultrasound technique that is emerging for clinical is focused ultrasound (FUS). Spatial focusing of ultrasonic energy permits deposition of sufficient ultrasound intensity for numerous biomedical uses (oncology, neurology, regenerative medicine, etc.). The lab utilizes ablative and non-ablative ultrasound for a myriad of investigations into the biological effects of ultrasonic therapies with normal and pathological cells and tissues. The lab has previously discovered novel biological pathways and mechanisms by which ultrasound exerts effects on tissues. The labs discoveries have both illuminated novel uses and provided meaningful refinements to existing implementations of therapeutic ultrasound. The lab continues to be at the forefront of cellular and molecular discovery to translate ultrasound therapies for effective clinical use. This acquisition is being conducted under the authority of the FAR Subpart 13.106-1(b)(i) allowing the Contracting Officer (CO) to solicit from one source. ONDA CORPORATION is the only known source. This fiber optic hydrophone system with optical probes is unique because it allows calibration of high intensity focused ultrasound systems without being susceptible to damage. It is also a turn-key hydrophone system and no addition components will be needed to use the system. The North American Industry Classification System (NAICS) code for this acquisition is 334510 with a size standard of 1250 employees. This notice of intent to award is not a request for competitive quotations. Interested concerns capable of providing the same products or services as described in this notice may submit a capability statement outlining their capabilities. No solicitation is available. Information received will be evaluated for the purpose of determining whether to conduct a competitive procurement. Capability Statements must be received within the time set forth in this synopsis to be considered by the Government. A determination to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Each response should include the following Business Information: a. DUNS number and tax identification number. b. Company Name, address, POC, Phone and Email address c. Current GSA Schedules or NAICS codes appropriate to this Award. d. Capability Statement Comments to this announcement may be submitted to the Clinical Center, Office of Purchasing and Contracts, prior to the closing date specified in this announcement, electronically to the attention of Christopher Lauver, christopher.lauver@nih.gov by the due date and time marked in this notice.
