- Sources Sought � Web-Based Investigative Platform for the Office of Foreign Assets Control (OFAC). RFI Number: 2032H524N00001 Notice Type: Sources Sought SYNOPSIS The U. S. Department of the Treasury (Treasury) and The Office of Tax Policy is conducting market research to determine available sources for a potential procurement requirement. This is NOT a formal solicitation or request for proposals, proposal abstracts, or quotes. The purpose of this notice is to obtain information from industry contractors regarding their interest, capabilities, and recommendations to provide subscription services to macroeconomic database. The North American Industry Classification System (NAICS) code for this request may likely include: 519290 � Web Search Portals and All Other Information Services. SMALL BUSINESSES ARE ENCOURAGED TO RESPOND. Include whether or not you are a small business; 8(a) small business; HUB Zone small business; service-disabled veteran-owned or veteran-owned small businesses; women-owned or economically disadvantaged women-owned small business; or small disadvantaged business in order to assist the Treasury in determining the appropriate acquisition method, including whether a set-aside is possible. GENERAL PURPOSE 1.0 Purpose Treasury may have an upcoming opportunity for a Web-based investigative platform that allows investigators and analysts to easily access billions of public records and additional investigative content in an intuitive working environment. This platform must provide all requirements listed in Section 2.1 of this Sources Sought Notice. The purpose of this Sources Sought is to gather information that will assist the Departmental Offices in planning, formulating, and evaluating contractor capability to provide the service described in the Technical Requirements. The Treasury Departmental Offices are also open to alternative ideas and respondents are encouraged to provide information about alternative solutions that may assist in better meeting future needs. 1.1 Acquisition Approach The Treasury has not determined the acquisition approach. Any results of this Sources Sought will assist the Treasury Departmental Offices and the Office of Business Solutions Acquisition (OBSA) Treasury Operations Branch (TOB) Procurement Office in determining an acquisition strategy about how to proceed. Sources Sought REQUIREMENTS 2.0 Description of Information Requested This analysis is critical to the Administration�s ability to propose and defend reforms and revisions to the Internal Revenue Code. OBSA TOB is requesting information regarding the respondents� capabilities in providing the aforementioned required. 1. Provide company information, to include: a. Company name and address; b. Size of company (number of personnel, total revenue, ownership, parent corporation, etc.); c. Company point(s) of contact including name, phone number, address, and email; length of time in business; d. Geographic presence; e. Company experience in providing valuation services to government or commercial entities; f. Provide any pertinent information that will assist us in this assessment. g. Contract Number and value/capacity; and h. Available Strategic Contracts (e.g., GSA, Indefinite Delivery Indefinite Quantity (IDIQ) contract allowing decentralized ordering, etc.). Please identify type of �ordering� contract (e.g., GSA Multiple Award Schedule, GSA Professional Service Schedule, etc.). 2.1 Technical Requirements/Scope The Contractor shall provide service (up to 70 users) to the Office of Foreign Assets Control (OFAC) the following services: 2.1.1 Structured database of intelligence on heightened risk individuals and organizations. Widely adopted by the world�s largest financial institutions and corporates, which supports Third Party Risk compliance processes in areas such as PEP monitoring, sanction screening, AML/CFT risk, and anti-bribery and corruption. This data is used for transaction monitoring, enhanced due diligence and client onboarding. 2.1.2 Provide photo images on arrest and criminal records. When available from the sources, these images will be displayed on arrest records, sex offender records, and selected Department of Correction records. 2.1.3 Provide comprehensive phone data, including detailed carrier contact information, for cell phones, landlines, and VoIP. The Phone Records data set provides access to hundreds of millions of phone records, including more than 200 million cell phone numbers, as well as landlines and VoIP numbers. 2.1.4 Provide extensive collection of utility data records (e.g., names, addresses, service information) from more than 80 national and regional electric, cable, gas, and telephone companies. 2.1.5 Provide government investigators and analysts with information originating from all three major credit reporting bureaus, including real-time header information from multiple credit reporting bureaus through comprehensive reports. This results in reports that provide more current address information. Other critical address information provided by credit reporting bureaus includes the high-risk address alert, which identifies addresses that may be associated with a propensity for fraud. 2.16 Access to a real-time gateway to vehicle registration data for 45 jurisdictions, providing up-to-date information on vehicles and their registered owners. 2.1.7 Provide comprehensive data on business entities, including small and privately held companies as well as corporations. Business data sources also include Worldbase, a global offering of more than 200 million companies. This content includes both U.S. company information and international company information from 220 countries. 2.1.8 Provide tax roll, deed, and pre-foreclosures records. This data includes the loan type, which when recorded, will reflect Federal Housing Authority (FHA) loan type. INSTRUCTIONS AND RESPONSE GUIDELINES Responses to this Sources Sought may be provided through a capabilities statement which shall include the information listed in 2.0 and 2.1. This Sources Sought is for information and planning purposes only and shall not be construed as a solicitation or an obligation on the part of the Treasury to issue a request for proposal or award a contract. Treasury does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted. Contractors responding to this Sources Sought should submit the information necessary for the Treasury to make a determination that the source is capable of satisfying the Government�s anticipated need. Treasury reserves the right to contact individual companies for additional information. This notice does not obligate the Treasury to provide acknowledgment or receipt of all responses received resulting from this notice. Should such a requirement materialize, no basis for claims against the Treasury shall arise as a result of a response to this Sources Sought or the Government's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. Responses should be identified with Sources Sought #2032H524N00001and are due no later than Wednesday, July 24, 2024 at 2:00 PM EST.
