Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY.� As part of its market research, the National Oceanic and Atmospheric Administration (NOAA) National Environmental Satellite, Data, and Information Service�s (NESDIS) Office of Space Weather Observations (SWO) is issuing this Sources Sought Notice to identify Small Business concerns capable of performing the key criteria of the requirement. This requirement is assigned North American Industry Classification System (NAICS) code 541512, Computer Systems Design Services with a size standard of $34 Million.� �The Government will use the responses to this Sources Sought for information and planning purposes. Background: The requirements for mission-specific ground services to support L1 Series observatory development, testing, and operations are delegated to Space Weather Ground Services (SWGS) for fulfillment. SWGS is responsible for ensuring a consolidated and consistent space weather ground services approach across the loosely-coupled Space Weather Next (SWX) program, consistent with broad National Environmental Satellite, Data, and Information Service (NESDIS) Ground Enterprise objectives, while satisfying individual mission requirements and milestones. SWGS will use National Oceanic and Atmospheric Administration (NOAA) institutional facilities and leverage common SWO Division services, NOAA agency services, and partner agency and commercial services where they are available and meet mission requirements. The SWGS is responsible to provision comprehensive ground services for all SWX projects, ensuring successful implementation and operation of observing assets and ensuring the continuity of space weather measurements made by SWFO-L1 and the GOES-R series satellites. SWGS strives to optimize the use of resources and services, aiming to balance efficiency and cost-effectiveness of service provision with a primary emphasis on maintaining schedules necessary for project success. Timely delivery is essential, ensuring that space weather ground services are deployed, integrated, and tested promptly to support each project�s goals. NESDIS is working towards a ground services enterprise architecture, evolving from single mission operations systems towards consolidated, multi-mission systems with common core capabilities. Taking this approach, the SWFO-L1 mission command and control systems were implemented as an extension of the GOES-R ground segment mission operations architecture. SWGS will continue to use NESDIS capabilities and build upon core services where appropriate and available. Capabilities Sought: The SWGS Mission Operations Services must provide a full mission satellite command and control solution to support the L1 Series with mission launches starting in 2029 and 2032 and launch preparations at least a year prior. The Solution must also provide instrument ground support to NOAA�s instrument contribution to the European Space Agency (ESA) L5 mission. The Solution must be designed to be scalable and extensible to easily add new mission support in other orbit regimes as required by SWO. Do you possess the capabilities to develop, test, and deploy such a satellite command and control system ready for operation within four years of award? The initial baseline SWGS-MOS is the existing SWFO-L1 Command and Control (C2) system baseline deployed at the NOAA Satellite Operations Facility (NSOF) and other NOAA sites. The target SWGS-MOS solution must be a multi-mission C2 system at the same sites. Do you possess the capabilities to build complex hardware/ software and on-premise/FedRAMP cloud hybrid mission critical solutions for deployment in this Government managed FISMA high security boundary that support multiple site failover? SWGS-MOS requires incorporation of both the Scaled Agile Framework (SAFe) and NASA project management standard 7120.5 and systems engineering standard 7123.1 for systems development of complex hardware/ software and on-premise/FedRAMP cloud hybrid mission critical Solutions. Do you possess the capabilities to incorporate SAFe and apply NASA project and systems engineering processes to the development lifecycle? SWGS-MOS requires the contractor to use NESDIS common tools including OS/COMET� for telemetry and command, the NASA Attitude Ground System (AGS) for attitude computation and management, and the NASA General Mission Analysis Tool (GMAT) for orbit determination and related functions. Do you possess the capabilities to use and adapt the tools listed above? SWGS-MOS requires the contractor to perform risk analysis for evaluating the effectiveness of proposed new common services relative to individual mission requirements and assessing the technical, cost, and operational impact to incorporate such services within the launch timeline provided. Do you possess the capabilities to perform this task? A draft Statement of Work is attached for further reference. This Sources Sought is issued for information and planning purposes only and does not itself constitute an RFP.� The Government does not intend to award a contract based only on responses to this Sources Sought.
