Description
This Sources Sought/ Request for Information (RFI) Announcement is to assist the US Army Combat Capabilities Development Command - Soldier Center (DEVCOM-SC) to identify potential sources for General Construction and design-build Prime Contractor within the Small Business set aside parameters (within announcement), for the potential award of a Multiple Award Task Order Contract (MATOC). The Government may or may not issue solicitation documents because of this source�s sought notice. Summary of Scope: The purpose of this Sources Sought/RFI is to accomplish market research regarding multiple Indefinite-Delivery/ Indefinite-Quantity (IDIQ), Multiple Award Task Order Contracts (MATOC) for design-build (DB) renovation, alteration and repair of Office, Laboratory, Industrial and Classified Space. A MATOC is an IDIQ contract for construction & design services with multiple awardees. Actual work is awarded through the issuance of task orders. Multiple awardees generally compete for task orders. There are some exceptions to this rule, whereby competition may be reduced, or task orders are issued non-competitively to one contract holder. The resulting contracts will not have fixed unit costs. All contract work will be completed through individual task orders awarded for individual projects that will be performed in accordance with individual task order requirements, specifications and drawings or with the set of master specifications issued with the successful offeror's Task Order Contract. Typical task order projects include, but are not limited to: interior and exterior renovations, heating, ventilation and air-conditioning (HVAC) and associated controls, plumbing, fire suppression, interior and exterior electrical and lighting, fire and intrusion alarms, communications, limited utilities, site-work, landscaping, fencing, masonry, demolition, roofing, concrete, asphalt and storm drainage, limited environmental remediation, construction of new facilities, surveys, studies, design-build and other related work. Building projects may include interior and/or exterior modernization, painting, flooring, fencing, work incidental to surface deterioration (e.g. patching drywall, replacing siding, trim work) and structural repairs including but not limited to foundations, settlement, masonry/brick cracking, etc. All will be in accordance with individual task order requirements and specifications and drawings provided with each project or master specifications. All of the issued task orders will be for projects located on the Natick Soldier Systems Center, Natick Ma. 01760. The Government is seeking to identify qualified small business sources in response to this RFI/Sources Sought. �Please note that a decision not to submit a response to this RFI will not preclude a firm from participating in any future solicitation. All information received in response to this source sought that is marked proprietary will be handled accordingly. Documents and/or information other than what is requested will not be reviewed. Information submitted beyond what is requested will not be considered. Qualified sources are encouraged to submit responses to the following considerations. (Please note the Government shall not reply or provide any evaluation of the responses). Please limit responses to a maximum of 5 pages in length General: a.Business Name. b. Business Address. c. Cage Code. d. NAICS (list all NAICS under which your firm is registered). e. Responsible Point of Contact. f. Small Business Classifications: (8(a) small business, service-disabled veteran owned small business, HUB Zone small business, Small Disadvantaged business, Woman Owned, Minority, Native American small business. g.(Indicate all applicable classifications and, if self-certified). h. Identification of Joint Ventures (Business Name, Business Size and Cage Code of JV) Capabilities: a.Description of the services your company provides as it relates to the description of work provided in this notice, especially as related to the desired capabilities. b.A brief description of any relevant MATOC experience. c.Description of your company's ability to support construction/renovations of Office Space, Laboratory, and Industrial Spaces. d.Description of your company's ability to support construction/renovations of classified workspaces to include level of security classification IAW. Small Business Considerations a. Large Business: Please provide a general description of subcontracting opportunities extended to small businesses, to include types of services and complexity of work, to include examples of past related projects. b. Small Business: Please provide a description of your company's capability to perform at least 50% of the effort if subcontracting and if, known, identify the team member subcontractor. If large business subcontractors are utilized, please provide examples of past related projects. All responses are requested by 1200 EST on 24 July, 2024. THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY This Sources Sought Announcement is issued solely for information and planning purposes and to identify interested sources. THIS IS NOT A SOLICITATION. No contract will be awarded from this announcement. This Sources Sought does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. It is subject to change and is not binding on the Government. Further, unsolicited proposals will not be accepted. Funding is not available at this time. The United States Army has not made a commitment to procure any of the items/services discussed, and release of this Sources Sought Announcement should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. Response to this Sources Sought Announcement is voluntary and no reimbursement will be made for any costs associated with providing information in response to this and any follow-on information requests. All submissions become Government property and will not be returned. Not responding to this Sources Sought Announcement does not preclude participation in any future RFP if any is issued. If a solicitation is released, it will be synopsized on the beta.SAM.gov website. �It is the responsibility of the potential responders to monitor this site for additional information pertaining to this subject. RESPONSES: Interested parties may identify their interest and capability by sending responses regarding this requirement to Joshua.a.Bulotsky.civ@army.mil and Adin.e.morales.civ@army.mil no later than 24 July 24. The U.S. Government will not pay for any information or administrative cost incurred in response to this Notice. All costs associated with responding to this Notice will be solely at the expense of the interested party.
