THIS IS NOT A REQUEST FOR QUOTE � THIS IS A NOTICE OF THE GOVERNMENT�S INTENT TO ISSUE A SOLE SOURCE AWARD TO RAPISCAN SYSTEMS, INC. FOR EXPLOSIVE TRACE DETECTORS (ETD) MAINTENANCE AND REPAIR SERVICES. The Department of Defense (DoD) Washington Headquarters Services Acquisition Directorate (WHS/AD) intends to award a sole-source, firm-fixed-price contract for Explosive Trace Detectors (ETD) machine maintenance and repair to Rapiscan Systems, Inc. 2805 Columbia St. Torrance, CA 90503-3804 (SAM Unique Entity ID: UCDDUN6A6S17, CAGE: 04HU6). The Pentagon Force Protection Agency (PFPA) has been tasked with upgrading its physical security and personnel protection systems under its authority at the Pentagon and facilities located in the National Capitol Region (NCR) by enhancing its explosion detection capabilities, to include the Raven Rock facility. Any amount of explosive material within the Pentagon or other facilities has the potential to cause harm and/or disruption to daily operations and as such, methods of screening trace levels up to bulk quantities of these materials are being enhanced. Using ETDs is one such method selected to screen for personnel-borne and bulk explosives within each screening facility. PFPA has successfully used the method of ETD in several of its entrance locations since 2011 and considers the program to be highly effective. This is not a new requirement; this is a follow-on to current contract number HQ003419D0020. Maintenance, repair, and parts are required to service three (3) Rapiscan Itemiser DX and thirteen (13) Rapiscan Itemiser 4DX ETD machines that are operational and owned by PFPA to satisfy the Department of Defense (DoD) Office of the Secretary of Defense (OSD). The award will utilize other than full and open competition procedures pursuant to the authority of FAR 13.106-1(b), soliciting from a Single Source. The anticipated period of performance is for one (1) base year period plus four (4) option year periods beginning September 8, 2024. The NAICS code utilized for this procurement is 811210, Other Electronic and Precision Equipment Repair and Maintenance with a Small Business Size Standard of $34 million.� The PSC code is J035, Maintenance, Repair, and Rebuilding of Equipment�Service and Trade Equipment. These are commercial services and items with a dollar value over the Simplified Acquisition Threshold. All responsible sources that feel they are capable of providing ETD Maintenance and Repair services in support of PFPA are encouraged to submit a capability statement displaying their company's unique capabilities. The Government will not be responsible for any cost incurred in the preparation of any submitted material to the sources sought. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a subsequent competitive procurement. This notice of intent is NOT a request for proposals or quotations.
