- NOTICE OF INTENT TO SINGLE SOURCE/SYNOPSIS OF PROPOSED ACTION: THIS ANNOUNCEMENT CONSTITUTES THE ONLY NOTICE OF INTENT TO SINGLE SOURCE AND SYNOPSIS OF PROPOSED ACTION. The U.S. Department of Agriculture (USDA), Farm Production and Conservation Business Center (FPAC) on behalf of the Natural Resources Conservation Service (NRCS) South Carolina State Office, intends to award a single source purchase order under the authority of FAR 13.106-1(b)(1)(i) (Only one responsible source and no other supplies or services will satisfy agency requirements) for 12 each Fleet Vehicle parking spaces. An award will be issued to AgFirst Farm Credit Bank c/o Colliers Internation, 1901 Main Street, Suite 100, Columbia, SC 29201, as a single source. This action will be a firm fixed price single award. NRCS-SC has various requirements for the parking provider that include Parking within one block of the Strom Thurmond Federal Building, on-site 24/7 Roving Guard and video surveillance, effective electronic access control measures, adequate security lighting in and around the parking garage/area and regular maintenance of parking spaces, stairs and elevators. Simplified Acquisition Procedures will be used, and the resulting purchase order will be a firm fixed price. The associated North American Industrial Classification System (NAICS) code for this procurement is 812930 � Parking Lots and Garages with a business size standard of $47 million.� Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.� Interested parties must submit technical capabilities, pricing and other information which demonstrates their ability to meet the Governments needs no later than the response time provided.� Information submitted after response date will not be considered.� Detailed capabilities must be submitted to the listed Primary Point of Contact. Responses are due by no later than 5:00pm (EDT) on Thursday July 18, 2024.� �Responses should be forwarded in writing via email to both Oksana Strekha at Oksana.Strekha@usda.gov and Stuart Stovall at Stuart.Stovall@usda.gov. This synopsis is not considered a request for quote.� No solicitation document is available and telephone requests for technical information are not accepted.� No contract will be awarded on a basis of offers received in response to this notice.� Offers will be used only to determine if a comparable source is available and advantageous to the Government.� A determination by the Government not to compete this procurement is solely within the discretion of the Government.
