Description
***The National Oceanic and Atmospheric Administration�s (NOAA) Acquisition & Grants Office (AGO), Western Acquisition Division-Boulder (WAD), Global Monitoring Laboratory (GML), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Aeris Technologies, Inc. located in Hayward, CA for infrared spectrometers to be delivered to Boulder, CO. ***The sole source determination is based on NOAA�s requirement that Aeris Technologies, Inc. is the only vendor that manufactures and distributes these types of infrared spectrometers. The Aeris Ultra is a compact, lightweight instrument that uses very little power. It is the only CO2/N2O/H2O spectrometer that, with relatively little modification, will fit in the 16�x12�x11� space available on the NASA WB-57 aircraft. Two analyzers must fit side-by-side in the space available. The GML currently own one Aeris Ultra N2O/CO/H2O instrument, and know that two optical systems from Aeris will fit together, along with associated electronics and gas handling equipment, in the space available. The Aeris Technologies Ultra is the only known product that can provide the level of performance required and meet all dimensional/physical requirements. Delivery by 9/30/2024. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
