- The U.S. Army Corps of Engineers, Jacksonville District, intends to issue an Invitation for Bid (IFB) to award a single firm fixed-price contract. The project, which is located at Okeechobee and Highlands Counties, Florida, consists of grouting the existing riprap and placing additional riprap downstream of the existing riprap. The S-69 Weir serves as the downstream terminus of the C-38 backfill in the Kissimmee River Restoration, dissipating the energy of flows transitioning from the restored Kissimmee River floodplain to the remaining part of the C-38 canal downstream. The weir is approximately 2,600 linear feet and includes an upstream sump on all three sides. The 2022 wet season included several storms and two named hurricanes (Ian and Nicole) in the region. The flows caused by these storms scoured several areas within the downstream side of the weir. The work includes grouting the existing riprap and placing additional riprap downstream of the existing riprap. The area downstream of the existing riprap will be regraded prior to placing the new riprap. The work is anticipated to be from a barge in the wet with the exception of the grouting. Construction of a temporary boat ramp is required to access the area. The underwater grouting will be done from the driving slab downstream of the weir in shallow water. Other contractors may be working on site or in the immediate vicinity. The Invitation for Bid (IFB) will be issued on 12 July 2024 and bids will be due on or about 13 August 2024. Actual dates and times will be identified in the solicitation. A pre-bid conference/site visit will take place and the date will be posted with the solicitation. Interested contractors are highly encouraged to attend and must follow conference registration and access requirements shown in the solicitation. NAICS Code is: 237990, Other Heavy and Civil Engineering Construction. The Small Business Standard is $45 million. Magnitude of construction is between $5,000,000.00 and 10,000,000.00. The expected period of performance associated with this requirement is: 440 calendar days after receipt of the Notice to Proceed (NTP). The contractor shall commence work within 60 calendar days of receipt of the NTP.THIS REQUIREMENT HAS BEEN SET-ASIDE FOR SMALL BUSINESS. ALL RESPONSIBLE SMALL BUSINESS CONTRACTORS ARE ENCOURAGED TO PARTICIPATE. Solicitation will be issued in electronic format only and will be posted on the Sam.gov website at https://sam.gov/. In order to receive notification of any amendments to this solicitation, interested vendors must REGISTER AS AN INTERESTED VENDOR on the Sam.gov website at https://sam.gov/. If you are not registered, the Government is not responsible with providing you with notification of any amendments to this solicitation.
