Description
***UPDATED to included Questions and Answers and updated Technical Specification Document. Brookhaven Science Associates, LLC (BSA), under a Prime Contract for the operation of Brookhaven National Laboratory (BNL) with the U.S. Department of Energy (DOE), herewith is soliciting proposals to furnish a Transient Photoelectron and Cathodoluminescense Spectrometer (TPCS) � Laser System. This procurement is solicited as Full and Open Competition under the North American Industry Classification System (NAICS) code 334516 Analytical Laboratory Instrument Manufacturing; with a business size standard of 1000 employees. This solicitation is for the procurement of laser components that work together to produce a train of ''pump"" pulses and a train of ''probe"" pulses. Following photoexcitation of the sample with a laser pump pulse, a variably-delayed ultraviolet laser probe pulse will serve to ionize the sample excited state. In another mode of operation, ultraviolet probe pulse light will be directed to an optically excited pulsed electron gun to then direct electron pulses to the sample and detect light emissions from the sample. This equipment is a sub-component of a Transient Photoelectron Cathodoluminescence Spectrometer (TPCS) that will be installed at the Center for Nanoscale Materials (CNM) at Argonne National Laboratory (ANL). All components of the TPCS will be procured by Brookhaven Science Associates (BSA) on behalf of the CNM as part of the Nanoscale Science Research Center Recapitalization (NSRC-Recap) project. The complete TPCS spectrometer system is hereafter referred to as the ""Instrument."" The Instrument shall be designed to measure the energy, momentum, and number of photoelectrons ejected from a sample at a controlled temperature as a function of fast timescales following optical excitation. Another mode of operation will permit evaluation of light output upon illumination with pulses of electrons of controlled energy. The subject of this procurement includes three laser sub-components, consisting of a femtosecond laser operating near 1.20 eV, laser harmonic generator(s) with vacuum beam line operating at higher energies (either in mode producing ?20 eV pulses or a mode producing 4.8 or 6 eV), and a pulse width adjustment component. The laser pump pulse train will be spectrally tunable continuously or near-continuously over a wide wavelength range to selectively excite transitions in samples. Vendors capable of producing the complete combined laser system together are encouraged to respond. This system is hereafter referred to as the ""Laser System."" BSA invites you to participate in accordance with the RFP letter and all supporting enclosures.
