- This is a SOURCES SOUGHT NOTICE / REQUEST FOR INFORMATION; not a pre-solicitation notice or solicitation for proposals/quotations. The Coast Guard is issuing this request for information (RFI) for market research purposes to identify capable vendors who can supply 4.7-Meter Rigid Hull Inflatable Boats and boat repair spare parts under various Foreign Military Sales (FMS) Cases. The applicable North American Industry Classification System (NAICS) code assigned to this procurement may be NAICS 336612 - Boat Building. *** PLEASE SEE ATTACHMENT � DRAFT STATEMENT OF WORK *** REQUEST: If your company has the capabilities to provide the boats and spares in accordance with the attached Draft Statement of Work (SOW), please provide the following information: Name Address Website Point of contact information Unique Entity Identifier (UEI) Kindly provide answers to the following questions to assist the Government in determining their acquisition strategy: Does your company have the capability to provide multiple 4.7m inflatable boats in accordance with the Draft Statement of Work (SOW)? The Government is still determining the timing of each BPA call, though it is anticipated the specifications in SOW table 1.1 will occur within a maximum 5-year ordering period. If required by the Government, does your company have trailers for purchase to accompany these boats? Does the Draft SOW contain sufficient information that would enable you to adequately respond to an RFQ? Does your company�s 4.7m inflatable boats meet the American Boat and Yacht Council (ABYC) requirements for small crafts and the tests noted in SOW Section 4.1.2? Does your company�s 4.7m inflatable boats have capability of being launched or recovered from a boat ramp by only two (2) people in no more than 30 minutes using a trailer? (SOW Section 4.1.3) Does your company�s 4.7m inflatable boats meet the general requirements for design and construction noted in SOW Section 4.1.4? Does your company�s 4.7m inflatable boats have a mature, proven hull design, directly traceable to five (5) or more production boats of the same design or family of designs, with at least one (1) of these boats having a minimum of two (2) years in commercial or Government service (SOW Section 4.3.1)? Does your company�s 4.7m inflatable boat�s hull, deck, console, and enclosure have an expected service life of at least 10 years before the boat is replaced or undergoes a midlife service extension (SOW Section 4.5.1)? Does your company�s 4.7m inflatable boat adhere to the not-to-exceed 90 decibel noise level (SOW Section 4.6.1)? The Government anticipates potential Offerors to propose a spares list. If required, is your company able to provide a recommended list of consumable and non-consumable spare parts and tools to support each boat (SOW Section 4.7.1)? Does your company understand the Inspection and Acceptance, and Defense Transportation Service (DTS) pick-up requirements noted in SOW Sections 4.9 and 5.5? Does your company offer warranty coverage in accordance with SOW Section 6.2? In your estimation how much of this potential requirement would your company need to subcontract to other companies? What is the delivery timeframe after receipt of the contract? SUBMISSION INSTRUCTIONS: Interested parties are invited to submit a response to the above questions by the Response Date provided in this RFI. All responses and questions regarding this RFI must be emailed to Ms. Kerri Dolezal at Kerri.L.Dolezal@uscg.mil. Telephone responses will not be accepted. DISCLAIMER: There is no solicitation at this time. This RFI is not a request for proposals; submission of any information in response to this request is purely voluntary; the Government will not pay for any costs incurred nor is obligated to respond. All submissions become Government property and will not be returned. After reviewing RFI responses to this RFI, and if the USCG still plans to proceed with the acquisition, a solicitation announcement may be published on the Contract Opportunities (formerly FedBizOpps) website or distributed to contract holders if a strategically sourced vehicle is deemed appropriate. It is the responsibility of the interested parties to monitor the Contract Opportunities website. Failure to respond or submit sufficiently detailed information may result in a company not being considered a likely offeror when making a decision on whether or how to set aside a solicitation for restricted competition. Regardless of the information submitted, the Government reserves the right to consider any arrangement as determined appropriate for this requirement. No proprietary, classified, confidential, or sensitive information should be included in your response to this RFI. The Government reserves the right to use any information provided by respondents for any purpose determined necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation.
