- Sources Sought The Togus Veterans Affairs Medical Center (VAMC) in accordance with the Veterans Affairs Maine Healthcare System has a requirement for a Firm-Fixed-Price contract to provide construction services associated with the following renovation objectives: Install intrusion detection & motion detection in Bldg. 257, card readers & door hardware in Bldg. 209, as well as motion detection & intrusion detection in Bldg. 200. All conduit, cabling, and hardware upgrades needed to support these locations including any additional EBI points or licensing required. Testing to confirm normal badge operations, door forced open testing, door held open testing, as well as normal egress operations. Additional objectives: mounting of panel equipment, mounting of field devices, termination of panel equipment, termination of field devices, installation of conduit boxes and fittings, and installation of wire and cable. The North American Industry Classification System (NAICS) code is 238210 and the small business standard is $19 million. Any interested Contractor regardless of size of business must indicate interest for this project, in writing, to the Contracting Specialist NO LATER THAN JULY 23, 2024 AT 4:30 PM EST via e-mail to Andrew.Merical@va.gov. To qualify as interested in this project, information pertaining to the following six (6) components must be submitted in response to this notice on or before July 23, 2024 at 4:30 pm EST: Statement of intent that a proposal will be submitted to the solicitation for this project, which said Statement of Intent shall include the company s System for Award Management Unique Entity Identifier (SAM UEI) Number; Evidence of construction Prime Contractor experience with work directly involving the installation and termination of a systems hardware within a medical facility setting, with a construction magnitude of $100,000.00 or more. (Please provide contract descriptions, contract dollar amounts, and telephone numbers for points of contact no photographs); Evidence of construction Prime Contractor experience with projects that required comprehensive testing prior to contract closeout within a medical facility campus; Evidence of construction Prime Contractor developing a phasing plan focused on minimizing demolition and/or construction impacts to the medical facility; Evidence of the company s ability to perform at least fifteen percent (15%) of this requirement in accordance with FAR 52.219-14(e)(3): Limitations on Subcontracting; and Proof of professional liability insurance required to cover the monetary amount of this project. All six (6) components must be submitted, in sufficient detail, prior to the designated deadline for a determination on available and interested Contractors. Failure to submit each of the six (6) components, as identified above, will result in a Contractor not being considered as an interested party. This project will only be set-aside if significant interest is received in one particular set-aside category. For Market Research purposes, all Small Businesses please provide reasoning as to why you may not have participated in the previously posted solicitation (36C24124Q0517). As indicated above, interested businesses may reply to this notice via e-mail to Andrew.Merical@va.gov. Reference the attached Statement of Work (SOW) for additional information regarding this project. VA Maine currently uses PCSC hardware which must be utilized for this project. This hardware can be installed by multiple vendors but must be integrated back to the existing front-end controller with Honeywell International Inc as part of this contract.
