THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE FIVE YEAR BLANKET PURCHASE AGREEMENT (BPA) AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Defense Health Agency Contracting Activity (DHACA), Western Healthcare Operations Contracting Division (WHCO-CD), Echo Branch intends to negotiate and award a 5-year BPA to supply high quality cornea tissue for Ophthalmology Department at Naval Medical Center San Diego (NMCSD) in accordance with Federal Acquisition Regulation (FAR) 13.501(a) Sole Source acquisitions and FAR 13.106-1(b)(1)(i), only one source being available to meet the Government�s needs to: SAN DIEGO EYE BANK 3870 MURPHY CANYON RD STE 250, SAN DIEGO, CA UEI: CMVXBLSLJHL1 CAGE: 1JJA3 The North American Industry Classification System (NAICS) code for this requirement is 621991 - Blood and Organ Banks; the business size standard is $40M. The Product Service Code (PSC) is 6540 - Ophthalmic Instruments, Equipment, And Supplies. The requirement is to supply high-quality cornea tissue for Opthalmology Department at NMCSD. Required items are listed below: Cornea for Penetrating Keratoplasty Cornea processed for Descemet�s Stripping Automated Endothelial Keratoplasty Cornea processed for Descemet�s Stripping Automated Endothelial Keratoplasty Cornea processed and preloaded for Descemet�s Membrane Endothelial Keratoplasty Cornea processed and preloaded for Descemet�s Membrane Endothelial Keratoplasty Cornea Split Thickness (half), preserved in Glycerin Cornea Split Thickness (whole), preserved in Glycerin Cornea Full Thickness (half), preserved in Glycerin Cornea Full Thickness (whole), preserved in Glycerin Quarter Sclera, preserved in Alcohol Half Sclera, preserved in Alcohol Whole Sclera, preserved in Alcohol Returns Included.� Research Training and Practice Tissue Included. No Charge Local Delivery. Location: NMCSD � 34800 Bob Wilson Dr, San Diego, CA 92134. Ordering Period: 10 September 2024 � 9 September 2029 Based on market research and previous acquisition history, it has been determined that San Diego Eye Bank is the only local eye bank available that can meet the Government�s requirement. This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required cornea tissue locally.� Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
