- Description
- The US Army Corps of Engineers, Portland District (Corps) is making critical repairs to the Coos Bay North�Jetty to ensure safe and reliable navigation through the mouth of the Coos River. The Coos Bay North Jetty�is in Coos County, Oregon. The Coos Bay North Jetty has been determined eligible for�listing in the National Register of Historic Places under Criterion A. The repairs to the jetty will have an adverse effect to historic properties. The Corps executed a Memorandum of Agreement (MOA)�in 2021 resolving� adverse effects pursuant to Section 106 of the National Historic Preservation Act (NHPA)�and implementing regulations 36 CFR 800. The Corps is soliciting services to prepare Oregon State Level Documentation of the Coos Bay North Jetty�and develop an online entry, to be published on the Corps website, about the history and significance of the�Coos Bay North Jetty. The Contractor shall perform to the standards in the contract and comply with all local, state, and federal regulations during the services performed. This is Firm-Fixed-Priced (FFP) contract with an overall period of performance of 330 calendar days from the date of award.� *Please see the attached Performance Work Statement (PWS) for more detailed information of this project.* 52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021) (a) The Government will award a contract resulting from this solicitation to the lowest priced offeror and also whose offer conforming to the solicitation will be most advantageous to the Government, other factors may be considered. The following factors shall be used to evaluate offers: i. Technical Capability; ii. Price; and iii. Past Performance Technical capability and past performance, when combined, are approximately equal to cost or price. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
