- DESCRIPTION: The Government is seeking 8(a) small businesses with the capabilities and experience related to efforts necessary to manage and execute the Government�s planned project to provide Remedial Action-Operation (RA-O) and Landfarm Operations at former Galena Forward Operating Location (FOL), Galena, AK. The Government intends to award a Firm Fixed Price task order to the most highly qualified 8(A) A&E firm for the Other A-E Services project at Former Galena FOL, Galena, AK in IAW the Performance Work Statement (PWS) dated 23 April 2024. Interested firms must provide a response with the following information: CAPACITY Provide a narrative that demonstrates that you have both adequate capacities to perform the work in this Task Order and interest in being considered in this evaluation. KNOWLEDGE OF LOCALITY Provide narrative demonstration of adequate knowledge of locality at the project location. Such demonstration may include listing of relevant and recent (concluded within the last 5 years) projects performed within that locality and/or a narrative description demonstrating knowledge of the unique requirements at that locality. PROFESSIONAL QUALIFICATIONS - TEAM COMPOSITION Provide a teaming plan to describe the team composition that would be proposed if selected for this task order, identifying all participating firms (i.e. prime contractor, JV partner(s), teaming partners, or subcontractors). For each participating firm, describe how that firm will be resourced to support the requirement, including the discipline of architectural-engineering design services or other traditional A-E services to be performed. The Government may request further demonstration of professional qualifications, to include a staffing plan or other demonstration of professional qualifications of the team that would be resourced for this task order. SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENENCE For the purposes of this evaluation, the Government will evaluate specialized experience and technical competence based on the offeror�s demonstration of recent and relevant projects. Recent will be considered completed within the last five (5) years. Relevant projects will demonstrate similar complexity and scope to this requirement, including performance of Other A-E Services that: Provide all management, tools, supplies, equipment, and labor necessary to perform the contract requirements. This Performance Work Statement (PWS) defines the full range of environmental, construction, and optimization services necessary to conduct site restoration including maintenance of established remedies, implementation of optimization, and remediation activities to achieve performance objectives as identified in this contract.�� This PWS encompasses the support activities necessary to perform environmental services at the former Galena FOL Landfarm. General scope requirements for this TO include: Project Period of Performance (POP): Date of Award through 15 December 2026 Due to the remoteness of the site, to the maximum extent possible, the Contactor shall use local labor and resources to perform field activities. All on-site workers (Contractor and subcontractor) performing hazardous operations, including working with hazardous materials, must have completed the OSHA 1910.120 Hazardous Waste Operations and Emergency Response (HAZWOPER) training and/or other applicable training, plus annual refresher courses. The Contractor is responsible for providing all other materials, supplies, and equipment, not already installed or incidental to the place of performance, required to meet the objectives specified in this TO. The Contractor shall handle all hazardous materials and waste in accordance with applicable federal, state, and local requirements. The Contractor shall provide all hazardous materials use and hazardous waste disposal documentation to the AFCEC BEC. All report versions (working copy, draft, draft final, final) will be subject to AFCEC review and response to comments preparation and resolution. All draft final and final reports will be subject to Alaska Department of Environmental Conservation (ADEC) review and response to comments preparation and resolution. RELEVANT EXPERIENCE/PAST PERFORMANCE The Government will review the relevant information using Contractor Performance Assessment Reporting System (CPARS)/ Past Performance Information Retrieval�(PPIRS). American-owned businesses shall indicate their interest in competing for this requirement through submission of the sources sought notice response (required) SAVED AS PDF FORMAT FILE.
