- This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. This notice is issued to help determine the availability of qualified companies under the NAICS Code 334516 - Analytical Laboratory Instrument Manufacturing, technically capable of meeting the Government requirement, to determine the method of acquisition, and availability of domestic sources manufactured in the United States in sufficient and reasonably available commercial quantities and of a satisfactory quality. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. Small businesses are encouraged to respond. For equipment/supply requirements, responses must include the place of manufacturing (i.e. address if supply/equipment is a domestic end product and include country of manufacture). For equipment/supply requirements, small businesses must also address the size status of the manufacturer under the applicable NAICS code (i.e. address Non-Manufacturer Rule). Statement of Need and Purpose: The NeuroTherapeutics Development Unit (NTDU) Translational� Neuroscience (TNC) National Institute of Neurological Disorderes and Stropke (NINDS) requires the purchase of a high throughput cell analysis system with equivalment capabilities to the Agilent xCELLigence RTCA �HT system to facilitate the screening and evaluation of toxicities to neurons and other cells following exposure to chemotoxic agents, toxic proteins and viral infections. Purchase Description: NIDA requires a brand-name or equal system to the xCELLigence RTCA� HT system, consisting of� an xCELLigence RTCA SP analyzer and� Biospag-SN automated incubator with associated peripherals and software to complement pre-existing instruments for develop new therapeutic agents, to treat neuro degeneration and� infectious diseases in the human brain. The system must have equivalent capabilities to the following: Agilent xCELLigence RTCA SP, which analyzes live cells in a 384-well format. Comes bundled with analyzer, plate station, and control unit with software, cat# 380601070 Automated incubator with 8-plate capacity, incubation to 45degC, and CO2 /O2 control and monitoring, water pan and humidity monitoring. BIOSPAG, �cat# Biospag-SN ACCESS FLUIDICS ALIGN, Cat# 1410011 RTCA-HT BioSpa Integration package, cat# S2812AA Salient characteristics: NIDA requires a High-Throughput Cell Analysis System with the following brand-name or equal salient characteristics: Capable of cell analysis of up to eight 384-well E-plates (a total of 3,072 wells) with non-invasive and label-free real-time impedance technology Kinetic measurement of cell health, viability, or response to treatments with high sensitivity, accuracy, and reproducibility, providing�a continuous flow of real-time data. Automated workflow which allows users to add cells to E-Plates 384 and begin kinetic measurements at physiological conditions.�The�BioSpa8 Robotic Arm transfers plates from the incubator to the xCELLigence RTCA HT Station to enable. multiple plates to be processed while unattended. Critical physiological conditions are controlled and maintained in the incubator to ensure assay success. Temperature and CO2/O2�control, plus humidity monitoring in the incubator facilitate live cell processes, and the cradle of the RTCA HT unit is temperature-controlled, for minimal disruption of the cells. The software continuously records environmental�conditions. Software allows for simple assay setup (scheduling) for both single and multiple users, real-time data visualization, and data analysis.� Capable of high throughput screening of therapeutic antibodies, drug compounds, and cytotoxicity. Typical applications to include Compound-mediated cytotoxicity assay; Viral-mediated cytopathic effect (CPE); Neutralizing antibody screening; Antiviral drug screening; Immune cell potency assay; Antibody-dependent cell-mediated cytotoxicity (ADCC) assays. Capability Statement /Information Sought: Companies that believe they possess the capabilities to provide the required products or services should submit documentation of their ability to meet each of the project requirements to the Contracting Officer. The capability statement must specifically address each of the project requirements separately.� Additionally, the capability statement should include 1) the total number of employees, 2) the professional qualifications of personnel as it relates to the requirements outlined, 3) any contractor GSA Schedule contracts and/or other government-wide acquisition contracts (GWACs) by which all of the requirements may be met, if applicable, and 4) any other information considered relevant to this program. Capability statements must also include the Company Name, Unique Entity ID from SAM.gov, Physical Address, and Point of Contact Information. The response must include the respondents� technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. Interested companies are required to identify their type of business, applicable North American Industry Classification System (NAICS) Code, and size standards in accordance with the Small Business Administration. The government requests that no proprietary or confidential business data be submitted in a response to this notice. However, responses that indicate the information therein is proprietary will be properly safeguarded for Government use only. Capability statements must include the name and telephone number of a point of contact having authority and knowledge to discuss responses with Government representatives. Capability statements in response to this market survey that do not provide sufficient information for evaluation will be considered non-responsive. When submitting this information, please reference the solicitation notice number. Submission Instructions: The response is limited to ten (10) page limit.� The 10-page limit does not include the cover page, executive summary, or references, if requested. All responses to this notice must be submitted electronically to the Contracting Officer Identified below. The response must be received on or before July 22, 2024, at 2:00 pm EST. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Unique Entity ID (UEI), the Taxpayer Identification Number (TIN), and the certification of business size.
