Description
The US Army Corps of Engineers Los Angeles District Contracting Office is posting this brand name notification for the inclusion of a name brand Blast Door design to be incorporated into the design of the Sentinel ReEntry Vehicle Facility at Vandenberg Space Force Base, CA.� The anticipated solicitation time frame for the RSRV is around the end of December 2024. The NAICS code for this contract action is 236220. The Produce Service Code for this action is Y1AB. Responses from vendors classified in similar NAICS codes and/or PCSs are encouraged and will be accepted. The equipment for the requirement is listed below � DESCRIPTION��������������������� BRAND NAME or EQUAL Blast Door������������������������������Electric Power Door Manufacture Four (4) Unique Sliding Blast Doors The performance requirements for the RSRV Facility Blast Doors�encompassing protective construction, ICD/ICS 705 TEMPEST, and STC sound rating�demand highly specialized custom doors. These unique requirements necessitate custom fabrication and close coordination with the facility�s overall structural design. Electric Power Door (EPD) has been identified as the most technically qualified supplier for this project. EPD has demonstrated timely responsiveness, in-house engineering, and a thorough understanding of the specific blast door requirements, with proven experience in designing to USACE protective construction and explosive safety standards (UFC 3-340-02 and DDESB). This makes EPD uniquely suited for this project. Given the current design stage (post 65%), the time-sensitive nature of this critical facility design, and EPD�s demonstrated expertise and responsiveness, the US Army Corps of Engineers is intending to sole-source the design and manufacturing of the custom blast doors to EPD. Their technical in-house engineering and understanding of the project requirements will help mitigate coordination and performance concerns during construction. Many manufacturers can produce blast doors meeting Anti-Terrorism criteria, but they lack the expertise to meet DoD and AF explosives safety requirements. This job requires a manufacturer intimately familiar with, and experienced in, meeting the UFC 3-340-02 criteria. The blast scenarios for this project involve doors subjected to blast loads on both sides�a highly unusual condition. The doors must protect personnel by mitigating shock pressure, gas pressure, and thermal leakage. The robust design and construction of the blast doors and frames require extensive anchor embedment in the surrounding structural elements (walls and floor slab). The walls have rebar cages to serve as pilasters and header beams, and there are extensive diagonal rebars from the slab to the walls at blast door locations, contributing to rebar construction congestion. Coordination is crucial to avoid design and construction conflicts, ensuring the proper performance of the door and wall elements. There are few blast door manufacturers with the skill set to design and fabricate doors subjected to multiple blast load scenarios and AT/FP mitigation requirements, as present in the RSRV project. These doors must meet DoD explosives safety design and fabrication requirements, and many manufacturers lack the necessary skills and experience in designing these doors per UFC 3-340-02 and obtaining approval from the Department of Defense Explosives Safety Board (DDESB). The Electric Power Door Company has the specialized skill set and recent experience in designing and fabricating similar blast doors for two DoD projects, obtaining DDESB approval. Therefore, EPD is the intended sole candidate to support the RSRV design. In accordance with DFARS PGI 206.302-1, when utilizing the authority at FAR 6.302-1, the contracting officer shall post a request for information or a sources sought notice, and shall include the results of this inquiry in the justification required by FAR 6.303. Respondents to this Sources Sought Notice are to provide a capabilities statement which addresses at minimum: -Contractor name -Contractor address -Contractor point of contact, phone, and email address -Contractor Business Size (i.e., other than small business or small business) -Contractor Unique Entity Identifier (UEI) number -Capabilities statement -Estimated delivery timeframe -Authorized distributor letter (if applicable) -Small Business Classification (if applicable) -Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) ��SBA Veteran Small Business Certification (VetCert) (if applicable) -FSS/GSA Contract number (if applicable) Please limit responses to a maximum of three (3) pages. Interested parties may express their interest by providing a complete response no later than Tuesday, July 30, 2024, at 2 pm PST. The response must provide clear and unambiguous evidence to substantiate the capability of the party to satisfy the requirement. A determination not to compete these proposed systems/materials based upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. When responding to this announcement, respondents should refer to Notice of Brand Name Justifications for W912PL24R0004. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Interested parties are encouraged to furnish information.
