This is NOT a request for proposals, applications, proposal abstracts, or quotation. This courtesy Notice of Contract Action only shall not be construed as an obligation on the part of the Government. Further, the Government will NOT be responsible nor reimburse any submitters of information for any cost incurred in furnishing this information. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement. Respondents are advised that the Government is under no obligation to provide feedback to respondents with respect to any information submitted. Synopsis: �This is a Sole Source synopsis published for informational purposes only. �The United States Air Force Test Center/Directorate of Contracting (AFTC/PZRB), Edwards AFB, CA intends to issue a sole source contract to Carl Zeiss Industrial Quality Solutions, LLC. for the Optical Metroloy 3D Scanner requirement. The contract will be executed by means of other than full and open competition, as Carl Zeiss Industrial Quality Solutions, LLC. is the sole company that offers systems that operate using blue light technology that meets the minimum Government agency specifications. A vendor survey of US domestic sources of optical metrology systems revealed that there are a number of companies that offer non-contact metrology equipment, but do not satisfy the complete requirements in the way the ASTRO-5 through Carl Zeiss Industrial Quality Solutions, LLC can. Previous Market Research indicated that there were two potential vendors that could meet the performance requirements: (1) Carl Zeiss Industrial Quality Solutions, LLC and (2) and Capture 3D, Inc. However, Carl Zeiss acquired GOM, a major technology provider of automation and metrology systems in 2018, following by the acquisition of Capture 3D in 2021, the main distributor of GOM equipments. Following the merging of the two companies, Carl Zeiss now superintends and distributes all GOM product portfolio through Capture 3D. As a result of this merge, Carl Zeiss is the sole vendor capable of providing all required capabilities needed for RQRP requirements. AFRL/RQRP is developing new manufacturing processes for the fabrication of rocket components which can be faster and more controllable than the state-of-the-art. Some of these processes are novel including additive manufacturing of a rocket's solid propellant fuel grain using 3D printers, while others build off more conventional fiber reinforced polymer filament winding of structural cases. As the requirements for this optical metrolgy system are unique and must be exact, market research identified one source: Carl Zeiss Industrial Quality Solutions, LLC as the sole contractor capable of meeting the minimum Government agency specifications for a suitable optical metrology system. The Government does not perceive any alternatives which outweigh the Carl Zeiss Industrial Quality Solutions, LLC option or satisfy the requriements as necessarry. Carl Zeiss has the ability to meet mission schedules and most importantly, mission requirements and specifications for the unique optical metrology system properties that no other company is able to meet as the most cost-effective options for the taxpayer. The authority permitting other than full and open competition is FAR 13.106-1(b)(1)(i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. It is recommended to obtain a solution to this requirement from Carl Zeiss Industrial Quality Solutions, LLC which is the sole vendor considered technically acceptable to meet the government requirement following market research. Any response submitted by respondents to this Notice of Contract Action constitutes consent for that submission to be reviewed by Government personnel. The Air Force Test Center has appointed an Ombudsman to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Concerned parties should address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution prior to consulting the Ombudsman.
