- THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE AND NOT A REQUEST FOR QUOTATIONS This notice is published in accordance with Federal Acquisition Regulation (FAR) 5.203(a)) requiring the dissemination of information regarding proposed contract actions. This is a Notice of Intent to award a sole source, fixed price with economic price adjustment purchase order under the authority of 41 U.S.C. 3304(a)(l), as implemented by FAR 16.505(b)(2)(i)(B) � the Library�s minimum needs can only be satisfied by the contractor�s unique capabilities or products. The Library of Congress, Office of Chief Information Officer (OCIO) requires contractor support to provide voice and data services and connectivity for communications and long-distance services. Please see the attached Justification & Approval (J&A) for more information. The Library intends to fulfill this requirement by issuing a sole source contract award to Lumen Technologies Government Solutions, Inc located at 4250 N Fairfax Drive 4th Floor, Arlington, VA 22203-1665. The period of performance is 09/30/2024 - 09/29/2029 which consists of a base year and four option years. This will be the only notice of the Government's intent to solicit, negotiate, and award to one source to satisfy this requirement. The Government plans to award a contract for this requirement at least 15 days after this notice is published. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS. All responsible sources that wish to be considered for this requirement should submit a capability statement that demonstrates their ability to meet all of the requirements described in the J&A. The capability statements shall be submitted via email to Tiffany Lucas at tluc@loc.gov and Stephanie Boone at sboone@loc.gov by 12:00 pm ET on Tuesday, July 30, 2024. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Any responses received after this date and exact time specified are late and will not be considered. This notice does not obligate the Government to award a contract or otherwise pay for any information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its capabilities are sufficiently detailed to allow the Government the ability to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
