- This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the information in FAR Subpart 12.6, being solicited under FAR Part 15 Contracting by Negotiation, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation and attachments are included. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both NECO (https://www.neco.navy.mil/) and SAM.GOV. The NECO website has a Submit Bid button next to the solicitation number. DO NOT use the Submit Bid button on NECO to submit your proposal. Offerors shall follow the method of proposal submission set forth in the solicitation. The RFQ number is N0018924RR036. This solicitation documents and incorporates provisions and clauses in effect through FAC 2024-05 and DFARS Publication Notice 20240627. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 541330 and the Small Business Standard is $25.5M. This is a competitive, Full and open solicitation with HUBzone preference. The NAVSUP FLCN-N, Regional Directorate requests responses from qualified sources capable of providing services to conduct a study that defines scalable manpower requirements by skillset and function to safely perform fuel related operations. Fuel related operations will be detailed under scope. Study should recommend standard operating procedures, manpower levels at all existing Navy Defense Support Point (DFSP) locations. The study should identify any areas of risk and recommend remedies for each. Analysis should include assessment of current manning structure based on function and recommend changes to ensure safe and effective fueling operations. Anticipated Period of performance is 25 November 2024 to 24 November 2025 with one one-year option period.; TDY Travel is required CONUS and OCONUS. When evaluation factors are used include: FAR 52.212-2, Evaluation - Commercial Items is applicable to this procurement. While price will be a factor in the evaluation of offers, the final contract award will be based on a combination of factors - a combination of price and Performance Work Statement, Past Performance and Small Business Participation Plan. The relative importance of the factors is as follows. The evaluation of proposals will consider the vendor�s non-price proposal to be significantly more important than the vendor�s price proposal. Factor I, Performance Work Statement, and Factor II, Past Performance, are each more important than Factor III, Small Business Participation Plan. Factor I and Factor II are weighted equally. Vendor�s price will be evaluated based on price reasonableness. Offerors must be registered in the SAM database to be considered for award.
