- Description
- SCOPE OF WORK a.�Requirement is for an electronic key control and management system providing comparable functionality to the Morse Watchmans KeyWatcher, Matrix Key Control, or similar systems. i.�All installed equipment must be UL certified, or equivalent. ii.�All documentation, training, and software must be provided in English language. 1.�Additional value would be provided by including documentation, training, or software in Russian language as well. iii.�Offers must include any required licensing fees for the product�s expected useful life. b. Installation will be in one location: i.� A key locker in the Consulate Office Annex building, Almaty, Kazakhstan to hold at least 175 sets of keys. 1.�90 of these key locks must be able to hold ten individual keys (such as a set for an entire house) on a single lock ring, as well as small keyring garage remotes. Offer must include enough tamper-proof key rings to accommodate this requirement plus 50% spare stock. 2.�This locker must also be able to store at least 5 credit card-sized items in controlled storage, with the option to expand to hold more. ii.�System must be expandable to add more keys under the same key control system in the future, if needed. iii.�Additional value would be provided by having the capability to install another key locker in a separate building able to communicate with each other to identify keys stored in the other box and simplify access control programming, but this is not a minimum requirement. 1.�Any interconnecting system would provide additional value if it could use a wireless communication system such as Wi-Fi, minimizing required cable installation, but this is not a minimum requirement.�� c.��Must provide electronic key access with the following features: i.�Each user must be uniquely identified. ii.�Must allow at least 500 unique users. iii.�Must include specific key control per user in a many-to-many relationship: each key can have different user permissions, and each user has different key permissions. Users can be grouped to inherit permissions from their groups. Users may be members of multiple groups. iv.�Additional value would be provided by being able to use employee�s existing magnetic stripe ID badges for access (without connecting to the Consulate�s identify control system, using only the raw data from the magnetic stripe), or an alternate method which does not require users to memorize a code or carry an identifying token used only for this key control system. d.��Must provide reporting capability: i.�Must allow administrator to know which users have which keys checked out at any given time. ii.�Must run reports of key check-outs and check-ins including data of time, date, and user, with a log that can be stored indefinitely either on the system or via download. iii.�Additional value would be provided by alerts when keys are not checked in within a specified time frame. iv.�Additional value would be provided through network-enabled remote programming and reporting functions, allowing access over the internet or an intranet, but this is not a minimum requirement.�� e.��Product will not integrate with other Consulate access control systems. f.��Product must run on 220 volt, 50 Hz power without the use of a stepdown transformer/converter. i.�During power outages, product must still provide access the keys inside. ii.�During power outages, product must retain audit logs for at least 24 hours.� g.�Must include warranty of two years in Almaty, Kazakhstan.�� h.�Installation: i.�Contractor shall install all key control hardware in the Consulate Office, Almaty, Kazakhstan. ii.�Contractor shall assist IT personnel with any required software installation. iii.�Contractor shall train two Consulate employees to use and administer the software. Contractor�s support shall be available by phone or e-mail to answer questions. iv.�Offer shall include support for future software and firmware updates for the product�s expected useful life. i.�Winning offer shall be selected as that offering the best value to the U.S. Government.
