- This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 �Streamlined Procedures for Evaluation and solicitation for commercial Items,� as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-24-2229582 and the solicitation is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-04 May 22, 2024. The North American Industry Classification System (NAICS) code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing, with a size standard of 1000 employees. The requirement is being competed with a brand name restriction, and without a small business set-aside. The National Institute of Allergy and Infectious Diseases (NIAID) conducts and supports basic and applied research to better understand, treat, and ultimately prevent infectious, immunologic, and allergic diseases. For more than 50 years, NIAID research has led to new therapies, vaccines, diagnostic tests, and other technologies that have improved the health of millions of people in the United States and around the world. The National Institute of Allergy and Infectious Diseases (NIAID), National Institute of Allergy and Infectious Diseases (NIAID), Division of Intramural Research (DIR), Laboratory of Immunoregulation (LIR), focuses its research efforts on the elucidation of cellular and molecular mechanisms that regulate the human immune response in health and disease, specifically, how immune cells respond to pathogens and other antigens in health and disease. Since 2017, it has formed partnerships with other NIAID labs is to investigate how immune cells respond to different human pathogens, including HIV and SARS-CoV-2. The objectives of these efforts include investigating antigen-specific B-cell responses using single-cell analyses, to better understand of how B cells respond to different pathogens, including HIV. Among the ongoing efforts are those involving analyses of B-cell function in various cross-sectional and longitudinal settings of HIV disease. In addition, a second objective involves understanding how B cells, T cells and other immune cells of people living with HIV are affected by residual viral replication and how this affects the ability to mount an effective immune response against HIV and other pathogens. The samples will consist of human peripheral blood cells collected and stored under our longstanding observational clinical research protocol, 02-I-0202, as well as interventional studies registered under ClinicalTrials.gov ID NCT03225118, NCT01859325, and NCT05612178. The results of this project will be compared to our previously published data on SARS-CoV-2 using this platform and thus it is imperative that we use the same standardized approach for the proposed project.
