Description
Non-Hazardous Waste (Trash) Collection & Disposal Services -- S205 Waste Removal from Sarasota National Cemetery Base plus 4 year contract. Please note that this is NOT a request for quotes or proposals, the Government is seeking information for market research purposes only. The Department of Veterans Affairs, National Cemetery Administration (NCA) is conducting a market survey for interested vendors capable of providing �Non-Hazardous Waste (Trash) Collection & Disposal Services� at the Sarasota National Cemetery located at 9810 State Rd 72, Sarasota, FL 34241. The contractor shall be responsible for the collection of and delivering non� hazardous waste to an approved, licensed, certified disposal area / landfill. Disposal shall be conducted in accordance with all legal requirements and in an environmentally safe manner.� a.) Dumpster Requirements: The Contractor shall provide factory new or newly refurbished (within the past three months and in a ""like new"" state of condition) dumpsters at the beginning of the contract period. The containers shall be compatible with the contractor�s pickup equipment, shall be water tight, rodent proof and inherently fire proof. This will pertain to all contractor owned containers Each dumpster shall display the company name and contactor information. Dumpster requirements and are as follows: � Haul rate. 20 cubic yard open top container services to be provided on an on-call as needed basis � 20 cubic yard open top container service charge � Disposal fee per ton, 20 cubic yard open top container services to be provided on an on-call as needed basis b.) Only non-hazardous items related to cemetery operations shall be placed in containers / dumpsters. Trash / waste shall consist of plastic or aluminum beverage containers, magazines, newspapers, mixed office paper; fresh & artificial floral arrangements, grave blankets, cafeteria waste, general office waste and food wrappings. c.) Dumpsters which become damaged due to handling and use shall be replaced at no cost to the Government. Damaged or unsightly dumpsters shall be replaced at the written request of the Contracting Officer or his/her Representative. d.) The Contractor shall be responsible for cleaning-up and disposing of all trash, garbage, and debris spilled from the dumpsters during the Contractor's pickup and disposal process. e.) Upon arriving at the cemetery, the contractor will report to the cemetery administration building. The contractor shall give the Contracting Officer's Representative (COR) at least 24 hours advanced notice prior to arriving at the cemetery to perform work. f.) The contractor agrees to phase all work in such a manner as not to impact on or interfere with cemetery operations. The COR, at his discretion, may direct and arrange the contractor's performance in specific areas of the cemetery to ensure cemetery operations. g.) Scheduled Pickup: The contractor shall be responsible for weekly scheduled trash removal from a contractor furnished six (6) yard front load container to be located at the cemetery maintenance facility. h.) On-Call Pickup: The Contractor shall pickup and empty dumpsters, transport and dispose-of (off-site) non-hazardous waste (trash) from Sarasota National Cemetery. Pickup and disposal services for the 15 Yard Open-top Container shall be provided on an On-Call (As Needed / As Requested) basis. Contractor has 24 - 48 hours upon notification by the COR that the thirty-yard container needs to be picked-up, emptied and replaced. i.) All work shall be performed between the hours of 7:45 am and 4:00 pm local time, Monday through Friday, excluding Federal holidays. Work performed during non� duty hours, weekends and holidays will be at the discretion of the COR. j.) In the event climate or weather conditions become unsuitable for work or may induce an environmental hazard, work shall be performed at the first available opportunity. Postponement due to climate or weather conditions shall not be cause for penalties to the Contractor nor additional cost to the Government. k.) All non-hazardous waste / trash shall be removed and disposal of off the Government premises. No on-site burning or disposal is allowed. l.) The Contractor is solely responsible for full compliance with all Federal, State, Local and all other applicable laws, policies, rules and regulations. In the event of a conflict of two or more regulations, the strictest of the regulations shall apply. m.) The Contractor shall be responsible for the provision of all permits, licenses, certifications, etc. n.) No recycling activities are included in this work. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (HUBZone, 8(a), small, small disadvantage, veteran owned small business (VOSB), service-disabled veteran owned small business (SDVOSB), or large business) relative to: NAICS 562111, (Solid Waste Collection), with size standards of $47 Million. Note that if VA�s pending market research establishes that two or more SDVOSB or VOSB, who are certified on SBA�s VetCert, Veteran Small Business Certification (sba.gov), can perform the project at a fair and reasonable price, VA will set aside the underlying solicitation per 38 U.S.C. �8127. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this Sources Sought Synopsis, a solicitation announcement may be published on SAM.gov and/or GSA eBuy. Responses to this Sources Sought Synopsis are not considered adequate responses to the solicitation announcement. This notice is neither a request for competitive proposal nor solicitation of offerors. This notice is to assist the NCA in determining sources only and a solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from this response. Responses to this Sources Sought Synopsis is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. Information received as a result of this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not represent a commitment by the Government to pay for costs incurred in the preparation and submission of information or any other costs incurred as a response to this announcement. Interested parties should provide capability statement, past experience, complete and submit the attached source sought template.
