THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is for planning and informational purposes of non-developmental items only and shall NOT be considered as a Request for Proposal (RFP) or as an obligation on the part of the Government to acquire any products or services. The Government will NOT be responsible for any costs incurred in responding to this RFI or furnishing the requested information. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of a contractor�s submission of responses to this RFI or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any Contractor's input resulting from this RFI. No contract will be awarded from this announcement. Pursuant to Federal Acquisition Regulations (FAR) 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. 1.0� Background: In December 2019, a contract (47QFSA20D0005) was awarded through Government Services Administration (GSA) for the production and sustainment of a Lightweight Tactical All-Terrain Vehicle for Special Operations Forces and the United States Marine Corps (USMC). The Marine Corps identifies this capability as the Ultra-Light Tactical Vehicle (ULTV). The ULTV provides an internally transportable tactical wheeled vehicle, capable of improving infantry logistics, mobile reconnaissance, and casualty evacuation across the range of military operations. The primary role of the ULTV is as a logistics vehicle to transport ammunition and other breakbulk cargo as well as execute casualty evacuation missions. The ULTV must be capable of being transported and deployed internally by the MV-22 tilt-rotor, and CH-53 rotary-wing aircraft. Program Manager (PM) Light Tactical Vehicles (PM LTV) falls under Program Executive Office Land Systems (PEO LS) located at Marine Corps Base in Quantico, VA. The requirement is to provide a ULTV capability for the United States Marine Corps.� PM LTV is gathering / seeking information to identify interested vendors that have the proven technical capability to produce a four (4) passenger off-road wheeled tactical utility vehicle that can be mission configurable to support casualty evacuation (CASEVAC), logistics, command and control, electronic warfare missions and employment of medium crew served weapons. The vehicle must also be internally transportable within the MV-22 and CH-53E/K aircraft, as well as provide an exportable power capability. The outcome of this RFI is to provide the market research to support an acquisition strategy for the Marine Corps� ULTV contract for an acquisition objective of 1,009 vehicles. The Government is primarily focused on understanding the marketplace for commercial and non-developmental items and/or commercial items that can be modified to meet Marine Corps requirements. The Government does not own and will not provide a technical data package for the existing ULTV capability in support of this effort. PM LTV is seeking interested sources capable of performing the following tasks: ����� Provide technical capability and have the current ability to produce, develop, and deliver a ULTV system according to current requirements. ����� Comply with the required delivery schedule and performance capability, taking into consideration all existing commercial and governmental business commitments. ����� Possess the necessary production, construction, and technical equipment and facilities to produce, develop, and deliver a ULTV system according to current requirement. ����� Possess accounting, operational controls, technical skills, or the ability to obtain them (including, as appropriate, such elements as production control procedures, property control systems, quality assurance measures, and safety programs applicable to materials to be produced or services to be performed by the prospective contractor and subcontractors). ����� Provide technical capability in Testing & Optimization of the ULTV prototype. ����� Provide technical capability in developing and delivering sustainment support and documentation to include but not limited to provisioning, technical manuals, operation, fault diagnostics using OEM and USMC test equipment, operator and maintenance training the ULTV system. Additionally, the vendor shall also be responsible for, but not limited to, the following: Shipping the produced ULTVs to identified final destinations located within the continental United States (CONUS). Should an RFP be released, the Government will provide the vendors with an opportunity to view the Performance Specification (PSPEC) for the system to be developed. 1.1 Purpose: This RFI constitutes market research in accordance with FAR Part 10 and is not an RFP.� PM LTV is issuing this RFI to determine if more than one (1) vendor has the capability to provide the support described in section 1.0 Background listed above.� 1.2 Objective: Data submitted in response to this RFI will be used to assess the marketplace environment for businesses to provide the USMC with the support described above. 2.0 Requested Information: Interested respondents are requested to provide the information that identifies their capability to provide the support described in section 1.0 Background listed above. 3.0��� Responses: Vendors possessing the requisite skills, resources, and capabilities necessary to perform the stated requirements are invited to respond to this RFI via a submission of an executive summary on 8 � x 11 in paper, no more than 15 pages in length, using 12-point font describing product summary, complete technical characteristics, and training and spare parts support capability.� All responses must include the following information: Name and address of applicant/company (Corporate/Principal Office) Name, telephone number, fax number, and e-mail address of point of contact General Service Administration (GSA) contract number (if applicable) CAGE Code and UEI Number Business Size (under NAICS 336120) Information paper providing capabilities and relevant past performance. Identify if previously been awarded a contract from the United States Government (USG) as a prime contractor to design or produce a tactical wheeled vehicle Please reference the ULTV-LTATV Specification �Spec� Excel Attachment in answering the following: What is the overall feedback on the general feasibility of the specifications provided in Spec Table/excel pertaining to columns labeled Objective and Threshold; Are there any specifications in the Table that would be considered a high risk for your vehicle to meet; Are there specifications in the table which, if adjusted, would allow you to provide a design which might benefit the USG through an accelerated schedule, enhanced capability, and/or reduced cost; Do you believe any of these specifications are conflicting with one another? If so, please provide which specifications and why; Do you have the production capability to deliver 90 vehicles within 90 days after receipt of order and 30 vehicles per month until completion of the quantity required in the delivery order? If not, please define your projected throughput capability; and, Please provide any pre-existing transportation certifications or analysis for the proposed vehicle, including, but not limited to air, rail, ship, and/or ammo transportation certifications; The ULTV will have to be designed in a manner that it can be maintained by military personnel in a deployed environment with minimal special/ proprietary tools. Are you able to provide repair manuals, service manuals, service intervals and any special tools required to perform non-certified mechanical repairs or services; and, �Identify any special tools that may be required to perform maintenance or services at the certified mechanic level. Please be advised that any proprietary information must be marked as such on a page-by-page basis.� The Government will not assume that any of the information provided by a respondent is proprietary unless it is explicitly and conspicuously marked on a page-by-page basis.� Moreover, the Government does not assume any duty to contact a respondent and inquire whether any unmarked information submitted in response to this RFI is proprietary. Please do not submit proposals at this time.� The Government is only seeking sources/information for market research to determine the availability of commercial capabilities in the described areas.� Acknowledgement of receipt will not be made. Availability of any formal solicitation will be announced separately.� Submittals will not be returned to the sender.� Respondents will not be notified of the results of the evaluation. It is the contractor's responsibility to check SAM.Gov to get additional data. Responses shall be submitted to Mr. Roy Cheeks via e-mail at roy.cheeks@usmc.mil no later than 4:00 PM Eastern Time on 13 September 2024 with the subject line ""RFI - ULTRA-LIGHT TACTICAL VEHICLE CONTRACT.""� Additionally, Vendors shall provide their company name and cage code with their requests.� Telephone replies/inquiries will not be accepted. 4.0���� Questions: Questions or comments regarding this notice may be addressed to Mr. Roy Cheeks, via email only, at roy.cheeks@usmc.mil. �No questions will be accepted after 13 September 2024 at 4:00 PM Eastern Time.� The Government intends to respond to as many questions as practicable and will respond to questions via an amendment to this RFI posted to Sam.Gov so that all interested parties will benefit from the same information.
