PURPOSE:�This is a Sources Sought Notice.� This is NOT a solicitation for proposals, proposal abstracts, or quotations.� The Department of Defense (DoD), Washington Headquarters Services (WHS), Acquisition Directorate (AD) is seeking firms doing business in North American Industry Classification System (NAICS) code 541512 Computer Systems Design Services BACKGROUND:�The mission of the Defense Acquisition University (DAU) is to provide a global learning environment to develop qualified acquisition, requirements, and contingency professionals who deliver and sustain effective and affordable warfighting capabilities. Through its dispersed campus and online presence, DAU provides a full range of training products and services to support the career goals and professional development of the acquisition workforce. The overarching construct expressed in the mission guides how DAU operationalizes program management support for learning services and how DAU designs, delivers, and maintains a large portfolio of learning assets that include formal and informal training products such as certification courses, credentials, job support tools, workshops, webinars, games, simulations, microlearning, videos, podcasts, and various other training aids in web-based and document forms. These products are delivered and managed through the DAU learning management system (Cornerstone on Demand LMS), MS SharePoint, MS Teams for Education, Kaltura, and various websites (www.dau.edu). DAU�s training product catalog continuously changes to reflect the evolving needs and requirements of the Defense Acquisition Workforce. DAU routinely seeks to modernize learning infrastructure and capabilities such that new tools and delivery mechanisms are identified and implemented in pursuit of superior learner, participant and customer experiences. �������������� Since 2020, DAU has incorporated three new authoring tools (Articulate Rise, Articulate Storyline, Dominknow) in addition to sustaining its longstanding implementation of Composica and a custom implementation of a change request tracking tool. DAU has also expanded its learning catalog through licenses for LinkedIn Learning, Precipio, and Coursera and incorporated those platforms into a seamless customer-focused environment. Likewise, DAU conducted a multi-year, in-depth analysis of adaptive learning, student tracking and measurement, individualization of learning products, and piloting of learning record store (LRS) capabilities and concurrent adoption of xAPI protocols. DAU implemented USA Learning System LRS Veracity which supported new approaches for collecting data from training products. In the last four years, DAU�s output has grown considerably; and the nature of training products has diversified. (Reference the DAU iCatalog for the current number and type of course offerings available to customers at icatalog.dau.edu.). OBJECTIVE:�To provide program management, implementation, and operational support for the instructional and learning delivery systems, tools, platforms, and services encapsulated within DAU�s learning architecture. DAU�s learning systems enable the continuous development, delivery, sustainment, management, and measurement of training products and programs for the Acquisition Workforce. To summarize, DAU seeks the following capabilities: Provide independent learning asset verification and validation support. Provide learning asset sustainment support. Provide implementation, maintenance, operation and sustainment support (e.g. learning systems operations support, training, business process re-engineering, system testing, etc.) of the DAU integrated learning systems environment to meet customer learning and support needs. Provide administrative expertise.� Provide program management�support that includes proper tracking, data analysis, reporting, and continual process improvement. Provide expertise on�special projects in response to emerging requirements, innovations for learning assets, expectations, trends, and technologies that support learning and business assets development and delivery across all DAU mission areas. If respondent has a government contract vehicle such as a Federal Supply Schedule or other government-wide use contract that would address the scope of this requirement, please indicate contract number in your response. Interest offerors must submit any questions concerning this Sources Sought Notice no later than July 26, 2024. The Government requests interested parties to submit a letter of interest and statement of current ability to supply the above service via email with the subject line �Learning Asset Systems Program Support II� to the point of contact listed in this notice.
