- SOURCES SOUGHT/REQUEST FOR INFORMATION This Request for Information (RFI)/Sources Sought notice is being used as a market research tool to identify companies interested in being considered to fulfill future anticipated needs, with the capabilities appropriate to meet the specified need. This notice is issued solely for information and planning purposes. It does NOT constitute a Request for Quote (RFQ) or a promise to issue one in the future. This notice does not commit the Government to the acquisition of any supply/service. This notice is not to be construed as a commitment on the part of the Government to award a Task Order, nor does the Government intend to pay for any information submitted as a result of this request. The Government does not reimburse respondents for any costs associated with the submission of the information being requested or reimburse expenses incurred for responses to this notice. The information provided may be used by the U.S. Department of Labor (DOL) in developing its procurement strategy and establishing and/or further defining a Statement of Work (SOW). Interested parties are responsible for adequately marking proprietary, restricted, or competition-sensitive information contained in their response. Failure to respond to this notice does not preclude participants in any future RFQ. if any is issued. The information provided in this notice is subject to change and is not binding on the Government. BENEFITS CALCULATOR TO COMPUTE RETIREMENT ELIGIBILITY The Department of Labor (DOL), Office of the Assistant Secretary for Administration and Management (OASAM)/Office of Human Resources (OHR) is Requesting Information (RFI) to better understand current industry capabilities along with common practices in obtaining integrated benefits calculator that provides benefit calculations and automated form filling for voluntary, early and disability retirement benefits, part-time and intermittent service, Social Security/FERS supplemental benefits, Congressional computations, part-time LEO computations, Federal Employees Retirement Coverage Correction Act (FERCCA) calculations and other benefits services. The calculations must be accurately computed according to OPM regulations and must be FedRAMP certified in addition to being compliant with NIST IT requirements to ensure the security of personally identifiable information that is kept in the database. Part I- A draft Statement of Work (SOW) is attached as additional information for preparing a Capabilities Statement and response to the SSN/RFI. QUESTIONNAIRE: Provide a company description, a discussion of company capabilities, and a general summary of the approach to accomplishing the requirements addressed within the draft SOW. Descriptions of services should include the length of time (from date to date) in which exact or similar services were provided and to whom (names of public or private entities and the city/state in which performance occurred). Furthermore, please address the following questions: 1. Describe your understanding of the requirement to accomplish the requirement identified in the SOW. 2. Describe your understanding of providing a FERCCA calculator that does a side-by-side comparison of two retirement systems which includes TSP projections. 3. Describe any subcontracting that is needed to perform the requirements as identified in the SOW along with your oversight process. 4. If applicable, list any issues with the drafted SOW (either expressed or implied) that may limit a company's ability to perform services. 5. If applicable, specify any joint venture or other teaming arrangement recognized by the Small Business Administration (SBA) to satisfy these potential requirements. 6. Please identify any GSA Schedule contract or other current government-wide contract (e.g., FFP, IDIQ, GWAC, or BPA) that your company currently holds and offers the services identified in the attached SOW. 7. Provide a rough order of magnitude for the annual base contract cost and total contract value assuming a base plus four option years. WHO MAY RESPOND: Interested vendors may respond. The North American Industry Classification System (NAICS) code for this requirement is 518210 - Data Processing, Hosting, and Related Services. QUESTIONS: Questions regarding this notice shall be submitted in writing by e-mail to Contracting Officer Helen Williams at williams.helen.a@dol.gov no later than 12:00pm (Eastern) on July 22, 2024. Questions over the telephone will NOT be addressed. SUBMISSION INSTRUCTIONS: 1. All interested parties are required to submit a Capabilities Statement in Times New Roman 11-point or 12-point font with 1-inch margins minimum all around, not to exceed 30 pages double-sided in PDF format. The Capabilities Statement package must include the following information: 1. RFI Number & Project Title for historical record. 2. Company name and point of contact (POC) to include individual's name, title, work and/or mobile telephone number(s), and email address. 3. Date submitted for historical record. 4. Business Size 5. Unique Entity ID Number and CAGE code for business type verification 6. Response to this SSN/RFI Questionnaire 7. Any general feedback and/or applicable information your firm would like to provide. EMAIL THE CAPABILITIES STATEMENT AND YOUR SSN/RFI RESPONSES TO Helen A. Williams, Contracting Officer at williams.helen.a@dol.gov. The subject line of the email must read as: ""Response to RFI DOL Integrated Benefits Calculator To Compute Retirement Eligibility (Your Company's Name which may be abbreviated)"".
