NOTICE OF INTENT TO SOLE SOURCE Contracting Opportunities Announcement Type: Special Notice Announcement Number: AMDTCNOI2402186 Title: Mid-Atlantic Crossroads (MAX) annual membership and network access Introduction This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested. Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with the University of Maryland, College Park, located at 3112 Lee Building, College Park, MD 20742-5100. The purchase order will specifically procure Mid-Atlantic Crossroads (MAX) membership and network access for a 12-month activation period including one additional option year. The period of performance will be effective from October 1, 2024, through September 30, 2025, with an option year that may extend the performance period by up to an additional one-year period, not to exceed a total of two (2) years inclusive of base and all option years.� � Authority This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 813920 � Professional Organizations with the Small Business size standard of $23.5 Million. Description The Smart Connected Systems Division in the CTL at NIST conducts research, develops, and deploys advancements in measurement science, standards, and test methods for core communications networks. Mid-Atlantic Crossroads (MAX) is a network access point that supports high-bandwidth, high performance data transfer and provides advanced network services that enables participants to successfully fulfill their organizational missions. NIST has relied on MAX membership and network access for conducting research on a consistent basis since 2014. The University of Maryland, College Park is the proprietary owner of the Mid-Atlantic Crossroads (MAX) network. NIST seeks to procure MAX membership and network access through the University of Maryland-College Park for a 12-month activation including one additional option year. MAX membership provides NIST with the necessary network access to enable collaborations with other federal agencies and universities. Through this membership and network access, the NIST campus network interconnects with multiple departments and organizations to the Internet2 National Dense Wavelength Division Multiplexing (DWDM) Backbone Network. The contractor shall specifically provide NIST with a MAX Annual Participation Agreement for a 12-month term and MAX connection services to include 100G port combined layer2/layer3 connection to Internet2 using the Advanced Layer 2 Service (AL2S) and Advanced 100Gbps layer2 service with Layer3 R & E service and 700Mbps commodity Internet for one base year and one option year. Sole Source Determination The sole source determination is based on the following: NIST has been an active user of the MAX membership and network access since 2014 and continued membership and use will provide NIST with the necessary network access to enable collaborations with other federal agencies and universities. The campus network interconnects multiple departments and organizations on the NIST campus to the Internet 2 National DWDM Backbone Network. NIST current research and protocols were generated through previous use and connectivity of MAX Membership and Network Access, and MAX Membership and Network Access is required to purposes of continuity of science and compatibility and reproducibility of previous research results. MAX Membership and Network Access must be purchased through the University of Maryland, College Park, who is the provider of the membership/network membership. No third-party affiliates or other sources of supply are known to exist. Information for Interested Parties Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice. This notice of intent is NOT a solicitation. Any questions regarding this notice must be submitted in writing via email to Hunter Tjugum, Contract Specialist, at Hunter.Tjugum@nist.gov. All responses to this notice of intent must be submitted via email to hunter.tjugum@nist.gov so that they are received no later than 4:00 PM, Eastern Time, on the 7th calendar day following release of this notice.
