- The United States Army Medical Research Acquisition Activity (USAMRAA) on behalf of the United States Army Medical Materiel Development Activity (USAMMDA), Soldier Medical Device (SMD) Project Management Office (PMO) intends to execute firm-fixed price contract, on a sole source basis under the authority of FAR 13.501(a)(1)(ii), sole source (including brand name) under the authority of the Simplified Acquisition Procedures for certain commercial items, to Pacific Consolidated Industries (PCI), 12201 Magnolia Avenue, Riverside California 92503. This requirement will procure seventy-eight (78) Special Tools and Equipment Kits and seventy-eight (78) U.S. Army Onboard Consumable Kits to service and maintain the Expeditionary Deployable Oxygen Concentration System (EDOCS). See Attachment 1 for an itemized components list for each kit. PCI is the only source able to meet the Government�s requirement. The U.S. Army has a requirement to service and sustain the EDOCS. PCI is the manufacturer of the EDOCS and due to propriety information, only the manufacturer can offer training on this device. Based on a Defense Logistics Agency (DLA) contract, the Army�s service technician will receive operator level and maintenance training to operate, perform scheduled services, troubleshoot the EDOCS, extract and replace components, verify, and calibrate the EDOCS. PCI�s service literature clearly outlines all safety precautions, introduction and principles of operation, special tools and consumables, preparation for use, shipment and storage, operating instructions, maintenance instructions, scheduled services, unit calibration and adjustment instructions, troubleshooting tables, process and instrumentation diagrams, electrical schematics, and a special section that identifies how to use the manual. The Special Tools and Equipment Kits were specially designed to fit/reach specific orientation of components within the chassis of the EDOCS, as well as the required non-spark tools/equipment. The service procedures identify how the service technician should safely remove and replace parts during services. The U.S. Army Onboard Consumable Kit contains essential replacement components used during the periodic maintenance services, during and after the warranty period, to maximize operational availability of the EDOCS, and not void warranty. These separate containerized kits ensure all materiel within each kit is secure during transportation and storage, and easy to account for materiel when reordering is required. It is imperative that the Government follow the guideline of PCI service literature when servicing EDOCS. PCI tests and cleans all components to ensure all items are safe (e.g., non-spark, etc.) for use in their EDOCS units. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. Capability statements are due by 2:00 PM Local Time, 31 July 2024.
