Description
The United States Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE) is issuing this Special Notice to host an Industry Day to identify possible platform technology solutions for the Office of Professional Responsibility (OPR) to ingest and analyze information and find an automated manner to share the results of that analysis. OPR Investigations (INV) has recently created the Integrity Coordination Center (ICC) to improve the process of managing the flow of information, including, but not limited to, allegations of employee misconduct. As the ICC serves as the primary intake, assessment, dissemination, and coordination center for all allegations received by ICE OPR, a technical solution is needed to assist in receiving, assessing, disseminating, and monitoring information across all levels of OPR INV. OPR field inspections are conducted to ensure all ICE directorates are compliant with DHS/ICE laws, regulations, policy and procedures. There are currently 21 core area topics (workbooks) that are inspected. After each field inspection a report is generated with the results of the inspection for ICE leadership. OPR Inspections is looking to automate the workbooks and reporting process in order to identify anomalies and trends in deficiencies as well as provide comparative compliance results by core area topics, offices and/or area of responsibility. The benefit of automating this process is to provide ICE leadership with bottom-line up-front information to improve efficiencies within their program. OPR Security is seeking to enhance the applicant personnel security process by providing a comprehensive portal that guides individuals through the completion of required security forms using two-way automation (applicant & OPR recipient). The portal will serve as a catalyst to the personnel security vetting process and provide ongoing customer support. OPR is further seeking the capabilities of pertinent data extraction (identified security issues) from the security forms to be placed in summary format, which will enable expedited reviews and decisions.� The intent of this Industry Day or any follow up meetings as a result of information provided is only to obtain market information for planning purposes and to determine appropriate strategies to meet the Agency's requirements. This Special Notice is issued solely for information and planning purposes and does not constitute an RFP or a commitment to an RFP in the future. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. Responders are advised that the Government will not pay for any information or administrative cost incurred in response to this announcement and information submitted in response to this notice will not be returned.
