Description
This is a Request for Information. This notice neither constitutes a Request for Proposal, nor does it restrict the Government from an ultimate acquisition approach. This notice should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this request. Description: The Naval Surface Warfare Center, Indian Head Division (NSWC IHD), Contracts Department, Code 02 is seeking potential solutions capable of neutralizing* an Improvised Explosive Device (IED) in a hard-to-reach area. The ideal end state for this system is to be integrated into a remotely operated platform. This tool will be used within the Department of Defense (DoD) end-user community. *Neutralization is defined as: Actions taken against a threat that result in one or both of the following effects: Interruption of functions or separation of essential components to prevent a detonation Chemical alteration of explosive materials to render the material non-explosive Even if one or both of the above results are achieved, the threat may remain dangerous to handle. NSWC IHD is requesting information with the intention of identifying technologies that have the ability to enhance current IED neutralization capabilities. This technology must be capable of performing neutralization in a hard-to-reach area such as on top of a building, in a tree, on a steep embankment, around corners, under bridges, behind barriers. This technology does not have to be an end-state solution but can be incorporated/integrated into a system of systems. This RFI seeks information on Commercial off the Shelf (COTS), Government off the Shelf (GOTS), and Modified Commercial off the Shelf (MCOTS) systems that could be directly applied, or readily integrated, to meet current and future requested capabilities. Submissions should fully explain technological features, capabilities, and performance. Commercial, non-developmental, and developmental systems may be included in the information provided.� If the vendor does not have a current solution but has a concept that could meet current and future requested capabilities, submit the concept to include the strategy, risks and challenges it would take to meet the capabilities and a timeline for reaching TRL 8.
