Description
W9123824B0013 Main Street Repairs for MOTCO, Concord CA Project The United States Army Corps of Engineers (USACE) Sacramento District (SPK) anticipates soliciting for design-bid-build construction services to be performed in support of the Military Ocean Terminal Concord (MOTCO) Main Street repairs at Concord, CA. The contractor will be required to provide all labor, material, equipment, and supervision to repair Main Street, a cantonment area road, to an acceptable condition to support the movement of ammunition-laded vehicular traffic between the three ocean piers located at MOTCO and the ammunition staging and transfer areas.� The maximum load capacity for the roads is eighty-six (86) tons per vehicle (TEREX) for the entire length of the road, and all repair, replacement, or upgrade must meet applicable California Department of Transportation (CALTRANS) specifications regarding subgrade preparation, compaction, materials, and placement.� Street lighting will be installed along the road.� The new road geometry and street lighting may require the relocation of some existing utilities inclusive of electrical, communication, water, sewer, and storm drain, and crossing of railroad tracks.� Contractor will need to provide ground penetrating radar to check for underground utilities.� Currently MOTCO base access is restricted to those individuals holding United States citizenship and who have been vetted through the MOTCO security office. The Government anticipates a 270-day Period of Performance for this project. In accordance with Federal Acquisition Regulation Supplement (FAR) 36.204(f), the Government currently estimates the magnitude of the construction for this project to be [$1,000,000 and $5,000,000]. This prospective contract action will be conducted using NAICS Code 237310 (Highway, Street, and Bridge Construction). The size standard is $45 Million.� Product Service Code is Y1LB (Construction of Highways, Roads, Streets, Bridges, and Railways). The solicitation will proceed as a small business set-aside acquisition and is estimated to be issued early August 2024, with bids due tentatively early September 2024. The IFB will be issued on the Government Point of Entry known as SAM.gov and will establish a firm bid due date/time. The site visit will be held at a time and place to be determined and will be included in the solicitation.� PLEASE DO NOT request a copy of the solicitation, or draft plans and specifications, as they are not currently available. Any available technical data required to respond to the solicitation will be furnished as part of the solicitation. Following solicitation release, all responsible sources may submit a bid that shall be considered by the agency. This project and/or anticipated solicitation may be changed, delayed, or cancelled at any time. The anticipated solicitation and attachments may be posted in Portable Document Format (.pdf) which will require Adobe Acrobat Reader to open and view files. Adobe Acrobat Reader may be downloaded free of charge at http://www.adobe.com/products/reader. All prospective Bidderss should be registered in the PIEE system at least one (1) week prior to the anticipated bid due date. Registration is not required to download any forthcoming solicitation documents, plans, and/or specifications, but IS required to submit a bid. Copies of the solicitation and attachments will be made available for inspection without charge after the solicitation is released, when accessed through PIEE. Failure to register in PIEE will prevent submission of bids as the Government will not accept them by any other means. All prospective Bidders must be registered in SAM before the anticipated solicitation closing date. Please see the SAM website for information about SAM registration requirements and approval timelines. USACE will not notify prospective Bidders of any changes to the solicitation; Offerors must monitor PIEE and SAM for the solicitation to be posted, and for any posted changes or amendments. The ONLY Interested Vendors / Plan Holders / Bidders List is available through SAM.gov; Contractors are responsible for identifying their entity as an interested vendor and contacting other interested vendors. USACE SPK will not review capabilities statements submitted in response to this Synopsis or coordinate partnering arrangements between parties. Contractors should check SAM.gov frequently for changes to the interested vendors list and this Notice.
